The products are not, and the difference is one question nobody puts on a pricing page — at the last moment, before anything reaches a company, whose hand is on the button?
There are only three possible answers, and each one gives you a completely different product. Once you can tell which one you are looking at, the category stops being a blur.
Why "it applies for you" tells you nothing
"Applies for you" is a claim about intent, not about mechanics. A tool that drafts an application and waits for you to click send has applied for you, in the sense that it did the typing. A tool that fills the form and clicks submit itself has also applied for you. So has a tool that does all of that and then never checks whether the company received anything.
Those are three different amounts of work left on your desk, and three different levels of certainty about the outcome. The marketing language collapses them into one sentence.
The useful question is narrower and it has a checkable answer: what is the last action in the chain, and who performs it?
Scorecard
Rung one: the tool drafts, you approve
This is the most common design, and it is the easiest to build. The tool watches job boards, writes a tailored resume and cover letter, and puts the result in front of you. You read it, edit it, and press send.
It is genuinely useful. Writing is the slow part of applying, and having a draft waiting is better than a blank page.
But be clear about what you bought. A tool on this rung has moved the work, not removed it. Your evening still ends with a queue and a decision on every item in it. If you are applying to thirty roles a week, you are approving thirty times a week. The tool's throughput is capped by your attention, which is exactly the resource that was scarce before you paid for anything.
There is a second, quieter cost. Approval queues create a backlog, and backlogs age. A role you approve on Thursday for a posting that went up on Monday is a Thursday application. The tool found it in time. The queue is what made it late.
Rung two: the tool submits
Here the tool fills the form and clicks the button itself. Nothing waits for you. This is a real step up, and it is where most of the category's marketing points even when the product sits on rung one.
The problem is what happens next, which is usually nothing.
A submit click is an event inside the tool's own browser. The tool knows it dispatched a click, and it knows what it typed into each field. It can screenshot the page afterwards and show you a green checkmark. Every one of those is the tool describing its own behaviour.
None of it is information from the company.
This matters more than it sounds, because the ways an application dies are mostly invisible from that side of the glass. The posting closed an hour ago and the form still renders. A required field was answered in a format the system rejects on the server. The file uploaded as zero bytes. The session hit an account wall that swallowed the submission. In every one of those cases a tool that scores itself on its own click reports success.
The read-back problem
A tool that types a value into a box and then shows you the value it typed has proved nothing about whether an employer received anything. A field list, an attached file, and a clicked button are all the tool reading back its own input.
Rung three: the employer confirms
The third rung is the only one where the last actor is not the software you paid for.
Applicant tracking systems generally acknowledge an application they have accepted. It arrives as a confirmation from the company's own system — inbound, from their domain, on their timing. It is the other side of the transaction saying the thing arrived.
That signal has a property none of the others have: we cannot manufacture it. It is not reachable from our own telemetry. It either arrives or it does not, and when it does not, the honest word is unconfirmed, not failed and certainly not sent.

Note that rung three does not replace rung two. A tool has to submit before anything can be confirmed. What rung three adds is the part after: a definition of "done" that the tool does not get to write.
What each rung actually asks of you
The rungs are easiest to tell apart by what your week looks like.
Scorecard
That last row is the one worth sitting with. On rungs one and two, a tool can be confidently wrong — it will tell you an application went out when nothing arrived anywhere. On rung three, the failure mode is different and much better: the tool can be uncertain. An application with no confirmation yet is marked as exactly that, rather than being quietly counted as a win.
Uncertainty you can see is worth more than certainty you cannot check.
How to work out which rung a tool is on
You will rarely find this on a homepage. Four questions get you there.
Ask what happens if you never open the app for a week. On rung one, the answer is that nothing was sent — the queue just got longer. Tools on this rung often describe this as a feature, in the language of staying in control. Whether that is control or homework depends on how many roles you are chasing.
Ask what the tool shows you after an application. If the evidence is a screenshot, a field list, a copy of the documents that went out, or a status the tool set on itself, you are on rung two. Those four things are the tool's account of its own work. They are worth seeing. They are not confirmation.
Ask what happens when a submission fails silently. Rung-two tools mostly cannot answer this, because from inside the browser a silent failure and a success look identical. A tool that has a real answer here is telling you it reads something from the other side.
Ask how many systems it finishes on, not how many it can open. Opening a form is easy; finishing one is where the work is. Ask a tool to describe a failed application. The answer tells you more than any feature list. If it cannot describe one, it cannot detect one.
Why the account walls matter here
The rung question gets sharper on the systems that make you register before applying. Workday is the well-known one: many employers running it require an account per company, with a verification email, before a submission is possible.
On rung one, that is your problem. The tool hands the task back — create the account, fetch the code, come back and approve.
