Job Summary,
We are looking for an experienced Technical Submittals Engineer with strong knowledge of the MEP industry and proven experience in preparing, coordinating, submitting, and following up on technical submittals for construction and MEP projects.
The ideal candidate should have hands-on experience with ADNOC projects and ADNOC-related consultants/contractors, understand project specifications and consultant requirements, and be well-versed in preparing technical documentation for MEP products and systems.
The candidate will be responsible for ensuring that all technical submittals are complete, accurate, compliant with project specifications, and submitted through the required project portals within the stipulated timelines.
Key Responsibilities
Prepare and compile Technical Material Submittals for MEP and construction projects.
Review project specifications, BOQs, drawings, tender documents, and consultant requirements to identify applicable technical requirements.
Prepare submittals including:
Product Data Sheets
Technical Datasheets
Product Catalogues
Compliance Statements
Material Specifications
Technical Drawings
Method Statements
Installation Instructions
Test Certificates
Factory Test Certificates
Third-Party Test Reports
Quality Certificates
Country of Origin Certificates
Warranty Documents
Manufacturer/Supplier Documentation
Ensure proposed products comply with project specifications, consultant requirements, authority standards, and approved material requirements.
Coordinate with the Sales, Estimation, Engineering, Production, Quality Control and Procurement teams to collect the required technical documents.
Prepare technical compliance sheets and identify deviations, if any.
Coordinate with manufacturers and suppliers to obtain missing technical documents and certifications.
Submit technical documents through relevant client, consultant, contractor and project portals.
Monitor submission status and follow up on comments, revisions, approvals and resubmissions.
Review consultant comments and coordinate internally to provide appropriate technical responses.
Maintain proper records and trackers for all technical submittals, approvals, revisions and pending actions.
Ensure that the latest approved product documents are used for project submissions.
Coordinate with project teams to ensure timely technical approvals before material procurement or delivery.
Assist the sales/project team during prequalification, vendor registration and material approval processes.
Prepare documentation for material/product approvals and technical prequalification.
Maintain an organized database of product certificates, approvals, catalogues and technical documents for future submissions.
ADNOC / Oil & Gas Project Experience
The candidate should preferably have experience handling technical submittals for ADNOC projects or major Oil & Gas projects and should understand:
ADNOC project documentation requirements
ADNOC specifications and standards
Consultant/PMC approval procedures
Material approval processes
Vendor and manufacturer documentation requirements
Technical compliance requirements
Prequalification and product approval procedures
Submission, review, comment and resubmission cycles
Experience with ADNOC contractors, EPC contractors, consultants or PMC organizations will be an added advantage.
MEP Product Knowledge
The candidate must have a strong understanding of MEP products and systems, preferably including products related to:
Cable Management Systems
Cable Trays and Cable Ladders
GI / HDG / Stainless Steel / Aluminium products
Supports and accessories
Electrical containment systems
MEP support systems
HVAC-related products
Electrical products
Plumbing products
Fire Fighting / Fire Protection products
Other MEP and construction-related materials
Strong knowledge of technical specifications, standards, materials, coatings, testing requirements and certifications related to MEP products is highly preferred.
Project Portal Experience
Hands-on experience with online project management and document control portals is required.
Experience with portals such as:
Aconex
Procore
Oracle Primavera / Primavera systems
Asite
Autodesk Construction Cloud / BIM 360
Viewpoint
SharePoint
Contractor/Consultant-specific document submission portals
ADNOC-related project portals and systems
The candidate should be comfortable with online document submission, revision control, tracking, responding to comments and maintaining document status.
Required Qualifications & Experience
Bachelor's/Diploma in Mechanical, Electrical, Civil Engineering or a related technical field.
3–6 years of relevant UAE/GCC experience in technical submittals, preferably within the MEP industry.
Proven experience in preparing MEP material/technical submittals.
Experience with ADNOC projects is strongly preferred.
Strong knowledge of MEP products and technical documentation.
Experience dealing with consultants, contractors, EPC companies and project teams.
Good understanding of project specifications and technical compliance requirements.
Excellent knowledge of MS Office, particularly Word, Excel and PDF documentation.
Experience with project/document control portals is mandatory.
Strong attention to detail and document management skills.
Excellent written and verbal communication skills.
Ability to manage multiple projects and meet strict submission deadlines.

The ideal candidate will be someone who can independently take a project specification, understand the MEP product requirements, prepare a complete technical submittal package, submit it through the required portal, coordinate with the consultant/contractor, address comments, and obtain final approval.
