Position Summary

ANSER is seeking a Senior Project Acquisition Analyst to support the Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)). In this key role, you will provide senior acquisition and contracting expertise to support critical defense industrial base initiatives from concept development through project execution and sustainment. You will advise program leadership on acquisition strategies, collaborate with government and industry stakeholders, develop acquisition documentation, and help ensure successful execution of high-priority industrial base investments. This position requires a strategic thinker with extensive DoD acquisition experience, exceptional communication skills, and the ability to thrive in a fast-paced, collaborative environment.

Location: Arlington, VA (ANSER Headquarters), Alexandria, VA (Mark Center), or telework within the National Capital Region.

This position is contingent upon contract award.

Day-to-Day Responsibilities

Advise government leadership on acquisition strategies throughout the project lifecycle, from pre-award planning through execution and sustainment.

Recommend appropriate contract types, acquisition approaches, incentives, and procurement strategies to support defense industrial base initiatives.

Review project concepts, acquisition documentation, and contract packages to ensure sound acquisition planning and realistic execution timelines.

Provide guidance on contract modifications, scope expansion, and alternative acquisition approaches to maximize program efficiency.

Research and recommend contract vehicles and acquisition mechanisms that best support project objectives.

Build and maintain relationships with contracting organizations and acquisition partners to facilitate coordination and execution.

Engage with potential offerors, government stakeholders, and industry partners to communicate acquisition requirements and clarify proposal and contract concepts.

Assist in developing acquisition documentation, funding transfer documentation, and other program support materials.

Support spend plan development by ensuring acquisition activities align with Industrial Base Policy priorities and approval processes.

Monitor acquisition activities and provide recommendations to improve program execution, schedule, and performance.

Prepare briefings, reports, and executive-level communications supporting acquisition decisions and program leadership.

Required Qualifications

Active Secret security clearance with the ability to obtain and maintain a Top Secret security clearance.

Master's degree in a relevant field. Equivalent experience, including extensive military service in a related specialty, may be considered.

Ten (10) or more years of relevant professional experience supporting DoD acquisition, contracting, or defense industrial base programs.

Demonstrated expertise with the Defense Acquisition System, including DoD Instruction 5000 series guidance.

Experience applying the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Other Transaction (OT) authority, Cooperative Agreements, and acquisition strategy development.

Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including financial execution and reporting for Defense Production Act (DPA) Title III and related appropriations.

Experience structuring public-private partnerships (P3s), cost-sharing arrangements, industrial participation (offsets), or other innovative investment strategies.

Strong written and verbal communication skills with the ability to translate complex acquisition and industrial base issues for senior leaders and external stakeholders.

Demonstrated ability to work effectively in a high-tempo, team-oriented environment while managing multiple priorities.

Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint.

Preferred Qualifications

Experience supporting the Office of the Secretary of Defense (OSD) or another senior-level headquarters staff organization.

Experience briefing and advising Senior Executive Service (SES), Flag Officers, or General Officers.

Experience applying systems engineering principles to complex technical or acquisition challenges.

Knowledge of advanced manufacturing, microelectronics, batteries, critical materials, kinetic capabilities, workforce development, or related defense industrial base sectors.

Project Management Professional (PMP), DAWIA Advanced Certification (Program Management or Contracting), or an equivalent professional certification.

Full-Time Salary Range for this position:

$119,000 - $172,000 USD
