Critical role as the leader of the change management team for the Payments Operations Program

About the business/role/team

This is a unique opportunity for you to join the Reserve Bank’s payments team that owns and operates RITS, Australia's real-time gross settlement system, which moves around $250 billion dollars between financial institutions each day and ultimately settles all non-cash payments in Australia. You will be one of the key leaders in the Payments Operations Program, which is a multi-year program to implement a range of business operations, technology and knowledge management improvements for teams and systems supporting RITS. Within this Program, you would be leading the change management and implementation work across both the business streams and technology streams.

In the Payments Operations Program, you will work with both business and IT departments, including executive staff, which manage RITS to promote the public interest by ensuring the reliable, safe and efficient functioning of critical national infrastructure, which is essential to support the day-to-day business of the Australian economy.

This role will be reporting directly to the Project Director – Business and work closely the Head of POP and broader leadership team and will be key in driving transformational change in technology and business teams.

About the role

The key responsibilities of the role include:

Lead the Change Management team for the Payments Operations Program. This team comprises about 5 staff.

Oversee and direct all change management work related to the Program to ensure it aligns with sponsor expectations.

Work with the Head of POP and Project Directors of the Business and IT streams to drive the implementation and embedment of the operational and technology changes being implemented by the Program. This includes leading the development and execution of the change management plans as well as the operational readiness plans.

Manage internal and external relationships, communicating and collaborating effectively with key business and technology stakeholders to successfully deliver change.

Ensure realisation of agreed program benefits and effective transition of deliverables to operational management.

Identify and respond to issues, risks, and opportunities, supporting the Program to deliver agreed program outcomes.

Contribute to the improvement of policies, systems, and processes to enable the Bank to deliver project change more effectively.

About you

Your key experience and technical capabilities include:

Must have extensive experience in managing change programs for organisation-wide transformation or strategic projects.

Will have successfully managed change programs for projects with multiple business and technology streams in a complex operating environment.

Advanced experience in stakeholder management and experience in representing the department across the Bank or similar organisation.

Strong ability to influence management and executive stakeholders.

Ideally has worked in previous organisations which are responsible for operating high reliability, critical business services (for example banking, telecommunications, infrastructure, utilities etc), and have an understanding of the unique requirements of those types of businesses.

Significant experience working and leading in a project environment.

Advanced experience in managing resourcing, scheduling, reporting and the different stages of a project lifecycle.

Expert knowledge of one or more of the following: project management, change management, business operations, management of critical technologies and associated frameworks, techniques and tools.

Experience leading, developing and motivating a unit and/or teams, and coaching managers, as well as ownership of the execution of functional strategy.

Qualifications:

Relevant tertiary qualifications or equivalent experience.
