About the role

This executive leadership role sets the strategic direction of the Finance Branch and provides authoritative financial advice supporting government priorities and stewardship of public resources.

Working with senior leaders, central agencies, audit stakeholders and service delivery partners, the role leads financial strategy, governance, budgeting, reporting, forecasting, business partnering and assurance services. It supports stewardship of a $6.1 billion budget, including a $1.7 billion capital program, and two commercialised business units delivering building and fleet services.

As a senior executive, you will bring integrity, judgement, political nous, commercial acumen and a strong public sector ethos. You will strengthen financial sustainability, lead reform, build finance capability and foster a culture of partnership, performance and continuous improvement.

Key responsibilities include

Lead financial strategy, budget, investment and forward estimates processes that support departmental priorities, value for money and resource prioritisation.

Discharge the statutory obligations of the Chief Finance Officer under the Financial Accountability Act 2009 and support related obligations under the Financialand Performance Management Standard 2019.

Provide strategic financial advice to the Director-General, Deputy Director-General and Executive Leadership Team on planning, forecasting, reporting and the financial implications of policy, program and service delivery decisions.

Lead financial accounting, governance, legislative compliance, annual financial statements, assurance, internal controls, audit recommendations and risk management obligations.

Liaise and negotiate with Queensland Treasury, Queensland Audit Office, central agencies and stakeholders to deliver financial solutions and ensure effective resourcing and compliance.

Drive financial service improvement through business partnering, centres of expertise, efficient finance operations, data-informed decision-making and strengthened capability.

The ideal candidate will bring

Substantial executive-level experience in public sector financial management within large, complex and highly regulated environments.

Outstanding judgement, integrity, political nous and the ability to provide frank, balanced advice in a complex environment.

Strong achievement orientation, communication and negotiation skills, and the ability to influence executive, central agency, audit and service delivery stakeholders.

A proven track record leading change and building a capable, ethical and customer-focused finance function.

Mandatory qualifications

Professional accounting qualifications or membership of CPA Australia, Chartered Accountants Australia and New Zealand, or equivalent professional standing are highly desirable.
