Job Description

POSITION OVERVIEW

The Financial Analyst supports the Comptroller in administering and monitoring agency financial activities in compliance with state laws, regulations, and internal policies. This position performs advanced professional financial and budgetary analysis to support operational effectiveness, resource stewardship, strategic planning, and agency decision‑making. The role oversees staff responsible for accounts payable, accounts receivable, travel processing, and related fiscal functions. The Financial Analyst ensures proper management of carryover funding, prepares financial reports and reconciliations, and assists with year‑end closing activities, audit responses, and special financial projects to ensure accurate, transparent, and compliant financial operations.

Please note: This role requires a consistent, in-person presence at the designated workplace in Oklahoma City, Oklahoma, and does not offer remote, telecommuting, or hybrid options.

ESSENTIAL FUNCTIONS

Financial Operations : Assist the Comptroller in administering financial operations, including budget development, financial reporting, cash management, and fiscal oversight in accordance with state statutes and agency policy.

Staff Supervision : Supervise Accounts Payable, Accounts Receivable, and Travel staff by assigning work, monitoring performance, ensuring accuracy and compliance, and supporting training and development .

Carryover Management : Manage and monitor carryover funds to ensure accurate accounting, allocation, utilization, and reporting aligned with legislative and agency requirements.

Data Analysis : Analyze financial data, expenditures, revenues, and budget trends to support forecasting, strategic planning, and executive-level decision-making.

Financial Reporting : Prepare, review, and reconcile financial reports, budget schedules, and supporting documentation for internal leadership, oversight agencies, and external auditors.

Advanced Analysis : Conduct advanced financial and budgetary analysis to inform operational decisions and support agency program functions.

Year-End Activities : Assist with year-end closing, including budget carryforward calculations, reconciliation processes, audit response preparation, and special financial projects as needed.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Accounting, Finance, Business Administration, or a related field [official transcripts required upon hire];

Two (2) years of experience in accounting, budgeting, financial analyst or fiscal operations;

Or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTS

Applicants must be currently authorized to work in the United States on a full-time basis without sponsorship now or in the future;

Successful completion of a pre-employment background check;

Must possess a valid driver’s license from a U.S. state or territory to perform necessary job-related travel.

Less than 10% i n-state/out-of-state travel may be required.

SUPERVISORY RESPONSIBILITIES

Supervisors are responsible for overseeing and managing a team of employees to ensure they perform their duties effectively and efficiently. Overall, a supervisor plays a critical role in ensuring the success of their team and the organization as a whole. They must possess strong leadership and communication skills, as well as the ability to manage resources effectively and resolve conflicts.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Office setting based out of: Oliver Hodge Building, Oklahoma City, Oklahoma

Physical Demands include :

Ability to stand, reach, and bend 50% of the time;

Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, and office telephone 75% of the time;

Ascends/descends stairs 25% of the time;

Ability to lift to 25 lbs.

Cognitive Requirements :

This role requires clear and accurate communication, strong analytical skills, and the ability to evaluate information and make timely decisions.

Sustained focus and attention to detail are essential, along with memory retention of policies, procedures, and facts over various time frames.

Adaptability and mental flexibility are also necessary to handle changing information, work conditions, and unexpected challenges.
