Job Description

As a Construction Project Manager with OMES you will enjoy:

Full-time 40-hour work weeks.

Support the Capital Asset Management team.

Salary up to $80,000.00 based on education and experience.

Responsibilities

Coordinates with the using agencies during all phases of design, programming, and construction of both major and minor capital improvements projects.

Manage capital projects, including various meetings with a variety of constituencies, including users, consultants, contractors, administration and other departments; and translating project requirements into architectural/engineering design program.

Monitors project budgets; and reviews and approves project expenditures.

Administer consultant and construction contracts; administers construction project procedures and conducts formal bid openings.

Evaluate drawings, specifications, and other documentation to ensure that projects comply with building standards and requirements.

Perform on-site capital project construction administration, including participating in regular progress meetings and special meetings, and monitoring contractor work for conformance with construction contract requirements.

Applies related professional skills and knowledge during construction.

Participate in providing input and updating the related engineering discipline specific requirements in the CAP Standards

Coordinate work with local, state, and federal agencies involved in the construction program.

Prepares construction project and bid documents for public bid openings to include review and preparation of solicitations, project manuals, bid tab sheets, specifications, drawings, terms and conditions, and other documents as necessary. Checking for completeness and verifying accuracy.

Trains, develops, and mentors subordinate PM’s, APM’s, and Contract Specialists in accordance with CAM’s policies, procedures, and agency direction.

Enters projects, contracts, change orders, pay applications, notes, pictures, updates, and invoicing and into the Unifier database.

Communicates and consults with project managers and construction specialists regularly, assisting with improving communications with our customers and tracking project timelines.

Processes change orders, renewals, approved pay applications or invoices and submits them to the agency for payment.

Reviews project bid tab for bid openings and works in conjunction with other contracting officers. Records bids at bid opening and uploads completed bid tab to online bidding site.

Processes and updates Peoplesoft purchase orders as needed to reconcile with the contract document.

Drafts and processes requests for solicitations for Architectural, Engineering, Construction Management and Design Build for approval and release.

Uploads documents to online plan room as needed.

Processes construction contracts and routes to vendor for signature requesting bonds and insurance when applicable.

Reviews returned contracts and routes as needed. Reviews Purchase Orders as needed and sends Notice to Proceed according to procedure.

Responsible for tracking construction project invoices and reporting. Contacts using agency on any aging invoices and provides reports.

Scans all documents as needed to include contracts, insurance, bonds, emails, correspondence, transmittals, and pay applications.

Provides data for monthly metrics report and other reports as needed.

Special projects or other duties as assigned.

Attends staff and training meetings designated mandatory. *

Physical Demands and Work Environment

This position works in a comfortable office environment for a large percentage of the workday with about 30% spent outdoors in all weather. The noise level in the work environment is usually mild in the office. However, ear protection may be required when on job site. This position requires standing, bending, crouching, pushing, pulling, lifting, moving, carrying up to twenty-five pounds, and climbing ladders/stairs. Occasional travel within the state of Oklahoma may be required. State vehicles are provided for travel.

Minimum Qualifications

Requirements include A bachelor’s degree in architecture, engineering or related professional track degree AND:

60 months of progressive professional experience in commercial or institutional design and construction

Will accept 60 months of related experience in lieu of the bachelor’s degree requirement.

5 to 10 years relevant post-graduation experience in commercial/institutional construction administration

5 to 10 years relevant post-graduation experience in architectural or engineering project management
