This is a 12 months fixed-term contract role.

What will you do?

Skills and Workforce Development Agency (SWDA) is seeking an experienced Project Manager to support the development and delivery of the SkillsFuture Enterprise Credit claims system.

This is a new digitally enabled wallet system designed to provide a more enterprise-centric and responsive mechanism to encourage workforce transformation among Singapore enterprises, enabling them to use their credits for eligible initiatives supported by SWDA.

The Project Manager will support the end-to-end delivery of the system, working closely with the Product Manager, Product Owner, designers, engineers, vendors and key stakeholders across SWDA.

The ideal candidate is a hands-on, delivery-focused professional with experience in digital product delivery, cross-functional coordination and project governance. The role covers the remaining delivery phase, production launch, post-launch stabilization and transition to the designated business and operations teams.

1. Project planning and delivery

Maintain and coordinate the integrated project plan, milestones, dependencies, risks, issues, decisions and actions.

Track delivery progress against agreed scope, sprint commitments, milestones and release plans, and work with the team to address delays and dependencies.

Coordinate release planning, cutover, operational readiness, post-production stabilization and handover activities.

2. Agile delivery and team coordination

Partner with the Product Manager, Product Owner and delivery teams to coordinate user research, agile ceremonies, release readiness, user adoption and post-launch support.

Coordinate sprint planning sessions, daily stand-ups, sprint reviews and retrospectives, and follow up on agreed actions.

Facilitate communication and collaboration across product, design, engineering, operations and business teams.

3. Governance, vendor and stakeholder management

Track vendor performance and contractual deliverables, including progress reporting, deliverable acceptance, payment milestones and escalation of delivery concerns.

Prepare project status updates, governance papers and decision materials for project committees and stakeholders.

Maintain clear records of decisions, actions, risks and issues, and ensure timely follow-up and escalation where required.

4. Testing, cybersecurity and release readiness

Plan, coordinate and track system integration testing, user acceptance testing, operational readiness testing and security assessments.

Track defects, risks, remediation actions and exit criteria to support informed release-readiness decisions.

Coordinate cybersecurity compliance and risk-management activities, including assessments, findings, remediation actions, risk acceptances and approvals.

5. Budget, procurement and post-launch transition

Track project budgets, procurement activities, contract and payment milestones, invoices and project assets in accordance with SWDA's financial and administrative processes.

Coordinate user communications, education and adoption activities with the relevant product, business and communications teams.

Coordinate post-launch support, defect triage and transition to the designated business and operations teams.

Requirements

Experience supporting or managing the delivery of digital systems or products across planning, testing, launch and post-launch stabilization.

Experience coordinating project risks, issues, dependencies, vendors, budgets, procurement activities and stakeholder reporting.

Strong written and verbal communication skills, including the preparation of meeting records, status reports, governance papers and project documentation.

Highly meticulous and tenacious, with a demonstrated ability to follow through on actions to closure.

Ability to work effectively and independently under pressure, prioritise competing demands and meet tight deadlines.

Certifications such as Scrum Master, Product Owner or Business Analysis Professional are an advantage.

A degree or diploma in computer science, information systems, project management, product management or a related discipline is an advantage.

Experience with tools such as Confluence, Jira and Figma is an advantage.
