Description & Requirements

The Senior Risk Specialist is an integral member of the Risk Management team. Operating under limited supervision, this role provides critical hands-on support in the execution and delivery of the risk management framework, with a primary focus on operational risk within a general insurance context. The Senior Risk Specialist is expected to demonstrate technical proficiency and sound judgement, managing workstreams independently whilst maintaining close alignment on priorities, escalations, and deliverables. The role also contributes to the broader enterprise risk agenda, including special projects and transformation programmes, and acts as a credible and trusted risk partner to first-line business units.

Operational Risk Management

Support the execution of the RCSA process, including facilitation of risk identification and assessment workshops; maintain the operational risk register; prepare risk assessment reports, highlighting material risks, control gaps, and areas requiring further attention or escalation.

Manage and support the operational risk event reporting process and internal loss database, working with risk owners to ensure timely and accurate capture of risk incidents, near misses, and operational losses in the risk management system.

Perform root cause analysis, remediation tracking, and trend analysis, escalating material incidents or findings as appropriate.

Design, implement and maintain Key Risk Indicators (KRIs); collect, validate and analyze KRI data; produce regular dashboards and reports identifying trends, threshold breaches, and early warning signals for escalation.

Support in reviewing and providing appropriate challenge on control effectiveness assessments, ensuring findings are well supported and conclusions are sound.

Advise process owners on control remediation and process enhancements, working constructively to develop practical and effective action plans.

Support operational resilience initiatives, including the maintenance of the BCM framework and policies, coordination of Business Impact Analysis, dependency and workaround reviews, and BCP exercises.

Execute third party and outsourcing risk assessments, coordinating with risk owners and as relevant, service providers, to gather relevant information and assess risk against established criteria and regulatory requirements.

Maintain oversight of the outsourcing register and the monitoring of key outsourced service providers, track performance indicators and flag areas of concern as they arise.

Enterprise Risk Management support

Support the maintenance and enhancement of the ERM Framework, contributing to the implementation and ongoing uplift of Liberty's risk management programme.

Support and contribute to the preparation of risk reports, dashboards, and committee papers, ensuring materials are accurate, well-presented, and delivered to agreed timelines.

Contribute to the ORSA process through the collation and analysis of risk data across risk categories, and preparation of ORSA documentation and reporting.

Monitor the company's overall risk profile against defined risk appetite, perform trend analysis to identify emerging issues, control weaknesses and opportunities for improvement, and provide timely insights.

Regulatory and Compliance support

Maintain up-to-date knowledge of relevant risk-related regulatory requirements and developments, particularly MAS regulations and applicable general insurance regulatory expectations.

Perform gap analyses against new or revised regulations and support the implementation of management actions to ensure ongoing adherence.

Engage with internal and external risk audit activities and inspections, providing documentation, subject matter expertise, and management responses as required.

Special Projects

Contribute to the broader Risk Management projects and other cross-functional projects, initiatives, and transformation programmes.

Stakeholder Engagement

Build and maintain effective working relationships across Liberty, acting as a trusted day-to-day risk partner to business units, monitoring risk exposures, advise on mitigation strategies.

Provide practical, value-added guidance on risk matters.

Risk Culture

Champion a positive risk culture across the company, contributing to risk awareness initiatives, training programmes, and supporting broader risk and governance communication strategies across Liberty.

Others

Demonstrate behaviour at all times in line with the Liberty core values.

Perform other related duties as assigned by your Manager or the CRO.

Requirements:

Relevant experience in risk management within General (non-Life) Insurance or regulated financial institutions, with a demonstrated focus on operational risk..

Thorough understanding of enterprise and operational risk concepts, risk governance, audit principles, and control frameworks, with the ability to apply sound judgement within a general insurance context.

Proven knowledge and familiarity of local Monetary Authority of Singapore (MAS) regulations.

Experience in technology risk management, including familiarity with IT risk frameworks, cyber risk assessment, or digital transformation risk oversight, would be considered advantageous

Tertiary qualifications in Economics, Accounting, Finance, Business, or a related discipline.

Strong working knowledge of PC-based systems and tools, including Microsoft Outlook, Word, Excel, PowerPoint, Teams, and relevant risk management or database systems.
