Project Overview
An exceptional opportunity has arisen to join the delivery team for one of the largest hyperscale data centre developments in Europe.
This major £10 billion programme in Northumberland will deliver a campus of approximately 540,000 sqm across 10 data centre buildings, together with major enabling works, substation infrastructure, and environmental remediation. With early enabling works underway and main construction commencing from 2026, the development represents a significant long-term investment in the region and will support the creation of thousands of jobs.
We are seeking a CSA Project Manager – Enabling Works to lead the client-side oversight of key enabling works packages across Phase B and Phase C, supporting safe, compliant, and coordinated delivery while ensuring readiness for subsequent data centre construction activities.
The Opportunity
This is a high-profile Employer-side project management role focused on the successful delivery of enabling works and the management of critical interfaces across a complex live programme.
The role will suit a project professional with strong experience in earthworks, remediation, drainage, external works, logistics, planning and permitting interfaces, environmental obligations, and CSA infrastructure coordination.
The successful candidate will play a central role in monitoring contractor performance, coordinating interfaces across multiple workstreams, managing programme and risk, and maintaining focus on quality, compliance, and delivery readiness.
Key Responsibilities
Lead the completion of Phase A enabling works handover and coordinate with wider mobilisation activities where relevant to Phase B
Manage Phase B Enabling Works for DC03 and DC04 through to February 2027, including key interfaces with piling works
Manage Phase C Enabling Works through to December 2027, including interfaces with DC01 and DC02 construction activities
Oversee earthworks, land remediation, drainage, temporary works interfaces, access roads, logistics routes, and piling platform readiness
Coordinate planning condition discharge and ongoing permitting requirements
Interface with substation construction, temporary and permanent power delivery, and adjacent project packages
Monitor contractor performance in relation to programme, progress, quality, environmental compliance, and permit obligations
Manage and report on risk, issues, change, progress, and delivery status
Coordinate with design consultants on CSA design matters, RFIs, technical queries, and change management
Ensure CSA readiness to support follow-on data centre construction activities

About You
The ideal candidate will bring strong client-side or consultancy-side project management capability, with the confidence to oversee contractor delivery, challenge non-compliance, and manage complex interfaces without taking ownership of contractor means and methods.
Experience and skills
Proven experience in enabling works, earthworks, external works, remediation, or large-scale CSA infrastructure delivery
Strong understanding of programme management, planning conditions, permits, stakeholder interfaces, and contractor coordination
Experience of piling platforms, haul roads, temporary drainage, logistics planning, and environmental obligations
Ability to monitor delivery and drive accountability while maintaining clear boundaries around contractor means, methods, and sequencing
Strong reporting, issue management, escalation, and stakeholder communication skills
Experience working within large, complex construction or infrastructure programmes

Scope of Role
This position is specifically focused on Enabling Works Phase B and Phase C and associated interfaces.
The role does not include responsibility for:
CSA management of DC01 and DC02
Contractor means, methods, sequencing, or temporary works design
Direct contractor supervision
Detailed commercial management, cost consultancy, quantity surveying, or contract administration
Specialist ICT, security, controls, BMS, EPMS, or ELV systems management
