DESCRIPTION

Is seeking a Sr. Contracts Administrator with extensive government contracting experience to oversee the full lifecycle prime and subcontract processes and ensure compliance with federal regulations.

This role is a senior-level administration position. Reporting to the Director of Contracts, candidates must have demonstrated experience independently administering complex federal government contracts throughout the entire contract lifecycle, including both prime contracts and subcontracts. Experience limited to post-award administration or subcontract administration alone is not sufficient for this role. FAR/DFARS expertise, strong negotiation skills, experience with GWAC/IDIQ vehicles, and demonstrated ability to independently manage complex federal contracts is required. This role interfaces regularly with Program Management, Finance, Business Development, HR, and Executive Leadership to ensure alignment across contract, operational, and strategic priorities. The Sr. Contracts Administrator shall be a highly organized, self-directed professional with a solid track record of meeting and exceeding deliverables aligned with organizational objectives and goals.

This role is remote and requires proactive communication, responsiveness, and availability during core business hours to support geographically dispersed teams and government customers.

REQUIREMENTS

Role & Responsibilities

Prime Contract Administration - the Sr. Contracts Administrator will:

Review, negotiate and manage all contracts, modifications, non-disclosure agreements (NDA), teaming agreements (TA), subcontract agreements, 1099-consultant agreements, proposal and bid documentation, and all contract-related files

Maintain day-to-day oversight and management of federal prime contracts including GSA Schedules, IDIQ’s and other large MACs from inception through closeout

Collaborate with Program Managers to review contractual terms, identify gaps, and mitigate performance or other compliance risk(s)

Proactively identify contractual, performance, and compliance risks; develop mitigation strategies; and lead resolution efforts with internal teams and government counterparts

Ensure delivery of contractual deliverables and timely response to CPARS evaluations

Work closely with Finance & Accounting to verify contract values, funding, timekeeping, billing, and other financial requirements

Maintain contract files / setups in Unanet ERP system, ensure all data is correct

Support Business Development with data calls, due date tracking, and quote/RFP submissions

Submit quarterly SRS and IFF payments for GSA Schedule(s)

Plan and schedule compliance activities, including audits by GSA and DCAA

Develop and maintain internal contract administration SOPs, templates, checklists, and compliance controls to ensure consistency and audit readiness across all contract actions

Ensures compliance with all Federal Acquisition Regulations (FAR), FAR supplements, Defense Federal Acquisition Regulation Supplement (DFARs)

Ensure proper handling of controlled unclassified information (CUI), proprietary data, and sensitive government materials in accordance with federal security requirements.

Subcontract Administration - the Sr. Contracts Administrator will:

Review, negotiate and manage all subcontracts, modifications, non-disclosure agreements (NDA), teaming agreements (TA), 1099-consultant agreements, proposal and bid documentation, and all subcontract-related files

Be responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with customer requirements, government regulations, and Significance procurement policies and procedures.

Ensures, after subcontract award, the receipt, accuracy, and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to schedule, cost, and technical objectives

Perform subcontract administration activities to include preparing and negotiating subcontract documents, including task orders, performance work statements, and modifications

Manage lower tier subcontractor and 1099-consultant vetting, startup/onboarding, awards, renewals, funding requests, administrative contractual modifications, issuing notice of terminations/roll-off and contract closeouts

Support Business Development with data calls, due date tracking, and quote/RFP submissions

Manage and maintain all insurance requirements with subcontractors to ensure updating annual certificate of insurance (COIs)

Maintain monthly subcontractor FSRS reporting

Create, manage and track lower tier subcontractor and 1099-consultant PO’s in Unanet

Required Skills/Professional Experience:

Minimum of seven years of full contract and subcontract lifecycle management, negotiation, and proposal development experience

In-depth knowledge of the FAR and DFAR supplements

Must have experience with complex contracting and negotiations, and all contract award types including GWAC (SEWP IV, OASIS+, SeaPort NxG), IDIQs, single-award, CPFF, T&M, LH, and FFP

Proficiency in Unanet, MS Office Applications (Excel, Word, PowerPoint) and SharePoint

Familiarity with SAM.gov, FPDS, PIEE/WAWF, CPARS, GovConnect / GSA FAS systems, DoD SAFE, and other federal procurement systems.

Experience preparing and submitting ISR and SSR reports in the government’s electronic Subcontracting Reporting System (eSRS) is a plus

Assist with compliance related to GSA Schedules and monthly sales reporting

Perform close-out process as required

Possess interpersonal skills to communicate effectively, have a collaboration mindset, have excellent organizational skills with attention to detail, and demonstrated ability to build strong relationships with vendors and internal stakeholders.

Ability to coordinate and prioritize multiple projects in a fast-paced environment

Knowledge of Cost Accounting Standards (CAS) is a plus

Knowledge of Mentor-Protégé Joint Ventures is a plus

Experience with mergers, acquisitions, contract novation, and SBA size recertification

Desired Skills:

Education, Certifications & Preferred Qualifications

Bachelor’s degree in business administration or related field

(*10 years’ contract administration experience may be considered in lieu of degree)

Minimum of 7 years of relevant experience in federal and/or state government contracting

Certified Contract Management Associate (CCMA)or equivalent certification is preferred

Ability to work independently with minimal supervision

Ability to obtain a DOD security clearance, if required

Must be a U.S. citizen with no dual citizenship

Have a C1 or C2 level of English
