Job Summary

Langan is seeking an experienced Noise Practice Leader to drive the growth and advancement of our noise and vibration capabilities across California. This is a high-impact, seller-doer role responsible for both technical leadership and business development, supporting CEQA-focused environmental planning efforts for land development, transportation, and infrastructure projects.

This individual will serve as a trusted advisor to clients, a technical authority within Langan, and a practice builder, partnering closely with CEQA leadership to our presence, strengthen client relationships, and deliver technically sound, legally defensible environmental solutions, with primary emphasis on noise and vibration analyses and coordination with adjacent disciplines such as air quality as needed.

Job Responsibilities

Lead the development and expansion of Langan’s Noise Practice in California, including strategy, positioning, and service offerings;

Identify and pursue new business opportunities, leveraging existing relationships and building new client connections across public and private sectors;

Drive proposal efforts, scope development, and fee strategy for noise-related services;

Partner with firm leadership to align noise services with broader CEQA, infrastructure, and land development growth initiatives;

Serve as a client-facing subject matter expert, advising on noise, vibration, and environmental compliance strategies;

Build and maintain relationships with developers, agencies, transportation authorities, and infrastructure clients;

Represent Langan in industry forums, client meetings, and regulatory engagement, elevating the firm’s presence in the California market;

Serve as the lead technical authority for noise and vibration analyses, with coordination of air quality and GHG considerations alongside multidisciplinary teams;

Lead and review noise and vibration technical studies and CEQA documentation (EIRs, IS/MNDs, appendices), ensuring high-quality, defensible deliverables;

Oversee development of noise modeling and impact assessments and mitigation strategies across project types;

Provide executive-level QA/QC and technical direction across the practice;

Mentor and grow a high-performing technical team, providing guidance, oversight, and career development support;

Establish and implement best practices, tools, and methodologies across the noise discipline, in coordination with adjacent technical areas as needed;

Serve as an internal thought leader, advising project teams and leadership on complex noise/vibration and regulatory issues;

Support project scoping and environmental strategy, including thresholds, methodologies, and regulatory positioning;

Collaborate with CEQA project managers and technical SMEs to integrate noise analyses into broader environmental documents, with coordination of air quality and GHG analyses as applicable;

Lead or support responses to agency comments, public review, and legal defensibility requirements.

Qualifications

10+ years of experience leading noise and vibration analyses for CEQA projects, with familiarity working alongside air quality and GHG disciplines;

Demonstrated success in a seller-doer or practice leadership role, including business development and client relationship management;

Bachelor’s degree in environmental studies, engineering, acoustics, urban planning, or a related field (advanced degree preferred);

Deep expertise in California regulatory frameworks, agency guidance, and accepted methodologies for noise and vibration, with working knowledge of air quality and GHG requirements;

Strong working knowledge of 23 CFR Part 772 and the Caltrans Traffic Noise Analysis Protocol;

Advanced proficiency with FHWA TNM, FHWA RCNM, CadnaA, SoundPLAN, or similar tools;

Familiarity with CalEEMod, EMFAC, and AERMOD, or ability to coordinate and oversee air quality modeling efforts is a plus;

Experience supporting Health Risk Assessments (HRAs) and coordinating with agencies such as BAAQMD, SCAQMD, EPA, and CARB;

Proven ability to lead teams, win work, and deliver high-quality technical projects;

Excellent communication and executive-level client engagement skills.

Certain US jurisdictions require Langan to include an estimate of salary or hourly ranges. Actual compensation may vary based on factors such as related work experience, location, market conditions, education/training, certifications and other credentials, as well as applicable knowledge and skills. Certain roles may be eligible for overtime and participation in the firm's annual bonus and performance review program. Bonuses are discretionary and based on individual job performance and the profitability of the firm. Employees are also eligible to receive up to 20 days of paid vacation time, 10 days of paid sick time and 10 paid holidays throughout the year. Eligibility and actual paid time off may vary based on local law and factors such as hours worked, related work experience and level.

Pay Range

$117,000 - $171,000 USD
