Essential Duties & Responsibilities:
Review contractor payment applications and supporting cost documentation for semiconductor construction projects.
Validate billed amounts against contract terms, approved Schedule of Values, subcontract values, and actual work completed.
Review labor, material, equipment, subcontractor, stored-material, and other supporting cost documentation.
Reconcile contractor invoices with approved commitments, subcontractor costs, incurred costs, and completed work.
Validate reported percent complete through field verification and coordination with quantity-surveying and construction personnel.
Review billing for cleanroom, mechanical, electrical, process piping, structural, architectural, controls, and utility scopes.
Identify overbilling, underbilling, duplicate billing, front-loaded values, unsupported charges, and incorrect cost allocations.
Review stored-material billing, including invoices, delivery records, ownership documentation, insurance, and onsite or offsite storage verification.
Confirm approved change orders are properly incorporated into payment applications and Schedule of Values updates.
Review invoices in lump-sum and open-book Guaranteed Maximum Price environments.
Validate subcontractor invoices and supporting documentation against contractor billings.
Track billing discrepancies and required contractor corrections.
Prepare payment-validation reports and payment recommendations.
Maintain invoice-review records, reconciliation files, and supporting commercial documentation.
Knowledge & Skills Required:
Strong knowledge of construction payment applications, progress billing, and invoice validation.
Experience reviewing Schedule of Values, contractor invoices, subcontractor costs, and supporting documentation.
Knowledge of lump-sum and open-book Guaranteed Maximum Price billing structures.
Ability to reconcile contractor billings with approved commitments, change orders, incurred costs, and completed work.
Experience identifying unsupported costs, front-loaded billing, duplicate charges, and incorrect cost allocations.
Knowledge of retainage, stored materials, allowances, contingencies, approved change orders, and progress-payment procedures.
Understanding of semiconductor construction scopes, including cleanroom, process utility, mechanical, electrical, controls, and tool-installation support.
Advanced Microsoft Excel skills.
Experience with construction cost-management, project accounting, or enterprise resource planning systems.
Preferred Education and Experience:
Bachelor’s degree in Construction Management, Accounting, Finance, Quantity Surveying, Engineering, or a related field.
5+ years of construction cost control, payment-application review, project accounting, or commercial-management experience.
Experience reviewing contractor payment applications on semiconductor fabrication, cleanroom, advanced manufacturing, or other technically complex capital projects.
Experience reviewing high-value mechanical, electrical, process utility, and cleanroom invoices.
Experience working in both open-book Guaranteed Maximum Price and lump-sum environments.

The salary range for this full-time role is $65,400.00-$87,200.01 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
