About the role

Who We Are: MassDevelopment, the state’s development finance agency and land bank, delivers financing solutions, real estate expertise, and other assistance to strengthen and grow the Massachusetts economy. We partner with businesses, nonprofits, developers, banks, and municipalities to help create jobs, build housing, and foster vibrant communities across the state. We value diverse perspectives, encourage innovation, and are committed to building a stronger Massachusetts.

We're seeking a TDI Program Manager to lead the collection, analysis, and communication of impact data for the Transformative Development Initiative (TDI), with a particular focus on measuring and telling the story of the program's impact across the creative economy investment portfolio. In this role, you will collect, organize, and analyze program data, transform complex information into meaningful insights, and develop compelling, evidence-based narratives that demonstrate TDI's impact on communities across Massachusetts. Working collaboratively with internal teams and external partners, you will support data-driven decision-making, strengthen program evaluation and continuous improvement, and communicate outcomes through reports, presentations, and other storytelling tools.

What You'll Do

Lead the collection, organization, validation, and tracking of program information and key performance indicators (KPIs) across all TDI districts, ensuring consistent data collection throughout the program lifecycle.

Develop and implement clear, efficient processes for gathering quantitative and qualitative information from TDI Fellows, partners, and internal stakeholders.

Analyze program data to identify trends, measure outcomes, evaluate impact, and provide actionable insights that support strategic decision-making and continuous program improvement.

Create reports, dashboards, presentations, case studies, resource libraries, and other materials that communicate program progress and impact to agency leadership, partners, and external stakeholders.

Produce compelling, data-driven content, including written summaries, blog posts, graphics, presentation decks, and social media content, that highlights TDI's impact, with a particular emphasis on the creative economy.

Improve reporting workflows and support the implementation of new performance measurement tools, frameworks, and impact tracking processes.

Identify opportunities to strengthen data quality, consistency, and reliability across the TDI portfolio.

Manage contracts and oversee consultant work products as needed while collaborating closely with TDI Fellows, program staff, department-wide administrative support, and cross-functional agency teams.

What We're Looking For

Bachelor's degree in architecture, planning, economics, community development, political science, public policy, real estate, or a related field, or an equivalent combination of education and experience.

At least one year of experience in creative or place-based community and economic development or a similar program management role in the public or private sector; three or more years of experience is preferred.

Strong analytical, organizational, and problem-solving skills, with experience collecting, managing, analyzing, and interpreting quantitative and qualitative data to measure program outcomes and inform decision-making.

Excellent written, verbal, and visual communication skills, including the ability to translate complex information into clear, engaging reports, presentations, dashboards, data visualizations, and other materials for a variety of audiences.

A self-motivated, collaborative, and adaptable approach, with the ability to manage multiple priorities, coordinate across diverse stakeholders, and thrive in a fast-paced, evolving environment.

Proficiency with Microsoft Office, including advanced skills in Excel, Word, and PowerPoint.

Preferred:

Graduate-level coursework or professional experience in program evaluation, communications, data science, journalism, applied mathematics, economic development, or a related field.

Familiarity with community development, place-based initiatives, the creative economy, and/or impact measurement, including experience using storytelling, social media, dashboards, infographics, or other data visualization tools to communicate program outcomes.

Proficiency in a second language commonly spoken in Massachusetts Gateway Cities.
