Quality Control Manager – Power Generation & Heavy Industrial Construction

Job Summary

We are seeking an experienced Quality Control Manager with a proven track record on power plant construction projects (combined-cycle, simple-cycle, cogeneration, coal, solar/BESS, or LNG/power infrastructure). The QC Manager will develop, implement, and manage project-specific Quality Management Plans that meet contract specifications, applicable codes, and the quality program requirements of Tier-1 EPC contractors. You will lead field inspection activities, supervise QC personnel, coordinate third-party testing and NDE, and serve as the primary quality interface with the client and owner.

Key Responsibilities

Develop, implement, and maintain the Project Quality Management Plan (PQMP) in accordance with contract documents, owner specifications, and EPC quality program requirements

Create and execute Inspection & Test Plans (ITPs) covering civil/structural, concrete, structural steel, mechanical/piping, and electrical scopes

Plan and lead the three-phase inspection process (preparatory, initial, follow-up) on projects where required, including USACE/federal work

Supervise QC inspectors and coordinate third-party CMT and NDE services (soils, concrete, structural steel, welding - RT/UT/MT/PT)

Oversee welding quality: WPS/PQR review, welder qualification and continuity tracking, weld mapping, and visual inspection

Manage receiving inspection, material verification, and traceability (MTRs, heat numbers, certs)

Own the Nonconformance (NCR) process end to end: identification, documentation, root cause analysis, corrective/preventive action, and closure

Maintain quality records and document control; assemble system turnover and completion packages

Interface daily with client QA/QC, owner representatives, engineers, and craft supervision; represent quality in progress and coordination meetings

Conduct internal audits and vendor/supplier surveillance

Train and mentor field QC staff; drive a proactive, first-time-quality culture on site

Support commissioning and startup quality documentation

Required Qualifications

10+ years of construction quality control experience in heavy industrial construction

5+ years of direct QC experience on power generation projects (combined-cycle or simple-cycle gas, cogeneration, coal, solar/BESS, or LNG/power infrastructure)

Working knowledge of ASME B31.1/B31.3, AWS D1.1/D1.5, ACI 301/318, ASTM standards, NEC, and ISO 9001-based quality systems

Demonstrated experience writing and executing project quality plans and ITPs under a Tier-1 EPC quality program (Kiewit, Bechtel, Fluor, Zachry, or similar) - strongly preferred

Experience managing NCR, root cause analysis, and corrective/preventive action (CAPA) programs

Proficiency with document control and construction quality software (Procore, Aconex, BIM 360, or equivalent)

Strong written and verbal communication skills; comfortable leading client and third-party audits

Bachelor's degree in Engineering, Construction Management, or a related field - or an equivalent combination of education and field experience

Willingness to travel to or be based at project sites; valid driver's license with clean record

Preferred Certifications

AWS Certified Welding Inspector (CWI) or CAWI

USACE Construction Quality Management for Contractors (CQM-C)

ACI Concrete Field Testing Technician – Grade I or higher

NICET certification in construction materials testing or inspection

ASNT NDT Level II familiarity a plus

Work Environment & Physical Requirements

Work is performed on active heavy industrial construction sites. Must be able to walk project sites for extended periods, climb ladders and stairs, work outdoors in variable weather, and wear required PPE. Extended field assignments and rotational travel schedules may apply depending on project location.

Compensation & Benefits

$115,000 – $250,000 per year, depending on experience
