About the role

On behalf of Mining Remediation Authority (MRA), we are looking for a Project Cost Manager (Inside IR35) for a 4 Month contract based in the Mansfield office 2-3 day per week .

As a Project Cost Manager your main responsibilities will be:

Provide cost estimation, budgeting, support across programmes and projects.

Develop and manage project cost plans and forecasts,

Monitor project expenditure, analyse budget performance, and report on financial variances and risks.

Support procurement activities, including tender preparation, bid evaluation, and contract negotiations.

Advise on commercial, contractual, and financial implications of project decisions.

Monitor contract performance and ensure compliance with contractual, regulatory, and organisational requirements.

Conduct financial analysis, forecasting, and risk assessments to support informed decision-making.

Identify cost-saving opportunities and implement value management and cost-control strategies.

Collaborate with programme managers, project teams, finance, and stakeholders to ensure effective financial management and delivery.

Prepare financial reports, business planning information, and assurance documentation for senior management, funding bodies, and audits.

Ensure compliance with governance frameworks, funding requirements, and financial policies.

Support the successful delivery of programmes and projects by providing expert commercial and cost management advice.

Essential:

Proven experience in cost estimation, quantity surveying, and financial management within large-scale infrastructure, environmental, public sector, or operational project environments.

Strong knowledge of cost planning, budgeting, forecasting, earned value management (EVM), financial reporting, and cost control.

Experience managing costs on high-value projects, including maintaining budgets, identifying savings opportunities, and managing opportunities and risk registers.

Understanding of risk pricing, contingency planning, value engineering, and value-for-money principles.

Strong analytical, numerical, and problem-solving skills, with the ability to develop accurate cost estimates and challenge financial performance.

Excellent stakeholder management and communication skills, with the ability to work effectively across project, commercial, finance, and governance teams while interpreting contractual and financial requirements.

Desirable:

Degree or professional qualification in Quantity Surveying, Cost Engineering, Construction Economics, or a related discipline, or equivalent relevant experience.

Professional membership (e.g. RICS, CICES, ACostE) and/or project management certification (PRINCE2, APM, MSP).

Experience delivering high-value public sector, infrastructure, environmental, or operational projects.

Knowledge of cost management, procurement, contract management (NEC), risk management, and value management principles.

Proficiency in cost estimation and financial management tools, with an understanding of public sector compliance, planning, and consenting processes
