Why does the job exist?

The Rural Health Transformation (RHT) Finance Analyst will:

Support financial analysis, expenditure tracking, reporting, and fiscal monitoring activities associated with the New Mexico Rural Health Transformation (RHT) Program;

Work closely with the RHT Finance Director, Finance Manager, Program Management Office (PMO) staff, contractors, and external partners to support compliant and data-informed financial operations;

Support implementation of the RHT governance structure by assisting with financial data analysis, budget tracking, reporting support, and monitoring of funding utilization across the State's five RHT initiatives (1. Healthy Horizons 2. Rooted in New Mexico 3. Rural Health Innovation Fund 4. Bridge to Resilience and 5. Rural Health Data Hub).

How does it get done?

The Rural Health Transformation (RHT) Finance Analyst is responsible for:

Supporting financial analysis and fiscal monitoring for the Rural Health Transformation (RHT) Program, including expenditure tracking, budget analysis, invoice reconciliation, reporting, and funding utilization monitoring;

Developing and maintain financial tracking tools, spreadsheets, dashboards, reports, and supporting documentation for federal funding management and program implementation;

Analyzing financial and operational data to support budget monitoring, forecasting, reporting, and executive decision-making;

Coordinating with the Finance Director, Finance Manager, PMO staff, contractors, subrecipients, and external stakeholders to support accurate financial documentation and compliance with CMS and State requirements;

Supporting audit readiness, reporting activities, financial summaries, analyses, and presentation materials related to the RHT Program portfolio.

Work is performed for the Health Care Authority (HCA), the RHT Program Management Office, CMS, contractors, sub-recipients, providers, state agencies, and program stakeholders to support financial analysis, reporting, and oversight of the Rural Health Transformation Program.

Minimum Qualification

Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is primarily performed in an office setting with extensive use of a computer, phone, virtual meeting platforms, and Visual/Video Display Terminal (VDT) equipment. Position may require prolonged sitting, detailed review and analysis of financial data and reports, participation in virtual and in-person meetings, and occasional in-state travel for trainings or implementation activities.
