Why does the job exist?
This position exists to support the New Mexico Regulation and Licensing Department by leading the analysis, design, implementation, and continuous improvement of the Department's Salesforce platform and MuleSoft integration environment. The Senior IT Business Analyst serves as the primary liaison between business stakeholders and technical teams, translating complex business, regulatory, and operational requirements into scalable technology solutions that support the Department's mission.
The position provides strategic leadership in business process analysis, requirements management, system design, and solution validation to ensure Salesforce applications, MuleSoft integrations, and related enterprise systems effectively support licensing, compliance, enforcement, and administrative operations. Working closely with executive leadership, program managers, developers, architects, and external vendors, the Senior IT Business Analyst identifies opportunities to streamline business processes, improve data quality, enhance system interoperability, and maximize the value of the Department's technology investments.
This position is essential to ensuring enterprise solutions align with regulatory requirements, operational objectives, and industry best practices while promoting data-driven decision-making, continuous process improvement, and the successful delivery of complex technology initiatives that enhance customer service, organizational efficiency, and compliance.
How does it get done?
Support the development, enhancement, and maintenance of the Department's Salesforce platform and MuleSoft integration environment by validating business requirements, refining functional specifications, and collaborating with developers, solution architects, integration specialists, and project teams.
Conduct and coordinate user acceptance testing (UAT) for Salesforce applications, MuleSoft APIs, and integrated business processes, ensuring solutions meet business requirements, regulatory obligations, and quality standards prior to deployment.
Analyze and troubleshoot Salesforce and MuleSoft system issues, performing root cause analysis and recommending data-driven solutions to improve system performance, integration reliability, user experience, and operational efficiency.
Develop and maintain comprehensive project and system documentation, including business requirements, functional specifications, process maps, API documentation, user guides, and training materials supporting Salesforce and MuleSoft solutions.
Facilitate user training and knowledge transfer for Salesforce functionality, integrated workflows, and MuleSoft-enabled business processes, ensuring successful adoption of new features, enhancements, and system capabilities.
Monitor the performance and effectiveness of Salesforce applications, MuleSoft integrations, and related business processes, gathering stakeholder feedback and recommending strategic improvements that enhance service delivery and operational effectiveness.
Prepare reports, dashboards, data analyses, and recommendations that leverage Salesforce data and integrated enterprise information to support leadership decision-making, performance management, and continuous process improvement.
Foster effective communication and collaboration among business stakeholders, technical teams, vendors, and project leadership while ensuring quality assurance and adherence to best practices throughout the lifecycle of Salesforce and MuleSoft development, integration, and enhancement initiatives.

Minimum Qualification
Bachelor's Degree in any field and four (4) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.
Employment Requirements
Must be able to pass a preemployment background check and maintain a valid driver's license.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
