ROLE SUMMARY:

The Operations Officer Operational Communications is an operational role within State Operations, responsible for coordinating, maintaining, and improving VICSES' mission critical operational communication systems. Working as part of the Operational Communications team, the role ensures the effective functioning of call taking and dispatch services, Emergency Alerting Service paging, Supplementary Alerting Service, and other platforms that enable timely and effective emergency response across Victoria.

This position acts as the primary contact for units regarding operational communications training, education, and capability development. The role supports the creation and delivery of training materials, guidance, and operational doctrine to strengthen statewide readiness and ensure volunteers and staff are confident in the use of communication systems during incidents.

The role represents VICSES on various committees, coordinating operational requirements and printed mapping products, and managing observation reports submitted by VICSES members to ensure operational insights inform continuous improvement across call taking, dispatch, and broader communications functions. The position provides specialist advice on operational communications, supports the introduction of enhanced capabilities, identifies gaps, risks, and opportunities for improvement, and works with internal stakeholders, partner agencies, and service providers to align operational requirements and support the delivery of sector wide communication initiatives.

As an operational position, the role undertakes command and control functions during local, regional, and state level operations. This includes performing State Duty Officer and Incident Management Team roles, maintaining accreditation, and ensuring appropriate advice, support, and resource allocation to enable VICSES to meet emergency readiness and response obligations.

VICSES is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.

As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the CFA, FRV, Parks Victoria and DEECA during major bushfire and emergency incidents
