About the branch

The Corporate Services Branch is responsible for enabling AFMA to deliver its regulatory and operational objectives through contemporary, sustainable and high-performing corporate services. Working in partnership with business areas across the agency, the branch provides leadership, advice and support across governance, finance, people, technology, legal, communications, property and security functions.

The branch plays a key role in strengthening organisational capability, improving planning and performance, supporting informed decision-making and driving continuous improvement across AFMA. Its focus is on delivering services that are practical, responsive and aligned to the agency's strategic priorities and workforce needs.

About the section

The People, Capability and Engagement (PCE) team delivers integrated people and corporate services that support AFMA's workforce, workplaces and organisational capability.

Responsible for HR, Payroll, Communications, Property and Security functions, the team provides strategic advice and practical services that enable AFMA to build a capable, safe, engaged and future-ready workforce.

What you will do

The Property and Security Manager leads AFMA's property, facilities and protective security functions, ensuring agency assets, accommodation and security arrangements are strategically managed and aligned with organisational objectives.

The role provides strategic advice on property, security, business continuity and risk management matters, while leading contracts, projects and service delivery arrangements across AFMA's national property portfolio.

In addition to meeting the work level standards of the position classification, as the EL1 Manager, Property & Security, you will be responsible for:

Managing AFMA's property, facilities and accommodation portfolio, including strategic planning, maintenance, accommodation projects and the delivery of services under Whole-of-Government Property Services Provider (PSP) arrangements.

Managing AFMA's protective security function, ensuring physical and personnel security measures align with the Protective Security Policy Framework (PSPF) and support the agency's security risk management obligations.

Managing contracts, procurement and service delivery arrangements, overseeing property and security service providers to ensure compliance, performance and value for money.

Providing strategic advice and assurance on property, security, business continuity and related corporate services matters, including risk management, emergency preparedness and organisational resilience.

Driving governance, compliance and continuous improvement, including reporting, audits, policy development, business cases and the implementation of initiatives that enhance organisational capability and service delivery.

Managing people and stakeholder relationships, developing team capability and maintaining productive relationships with staff, contractors, government agencies, landlords and other external partners.

Capabilities & Experience

We are seeking a strategic and solutions-focused leader who can manage a diverse property and security portfolio while delivering high-quality corporate services that support organisational objectives.

You will be comfortable operating in a dynamic environment, providing trusted advice, managing competing priorities and building productive relationships with a broad range of stakeholders. You will demonstrate sound judgement, strong leadership capability and a commitment to continuous improvement.

You will bring:

Experience leading property, facilities, accommodation or corporate services functions in a complex environment.

Strong contract management, procurement and service provider management capability.

The ability to provide strategic advice, manage risk and influence decision-making.

Strong stakeholder engagement, negotiation and relationship management skills.

Experience leading people, projects or business improvement initiatives to deliver organisational outcomes.

A practical understanding of governance, compliance and assurance processes.

Desirable Capabilities & Experience

Knowledge of Commonwealth property management frameworks and leasing arrangements.

Knowledge of the Protective Security Policy Framework (PSPF) and protective security requirements.

Experience in business continuity, emergency management or organisational resilience.
