About AFMA

The Australian Fisheries Management Authority (AFMA) aims to provide ecologically sustainable and economically efficient Commonwealth fisheries, through understanding and monitoring Australia’s marine living resources and regulating and monitoring commercial fishing, including domestic licensing and deterrence of illegal foreign fishing.

About the branch

The Corporate Services Branch is responsible for enabling AFMA to deliver its regulatory and operational objectives through contemporary, sustainable and high-performing corporate services. Working in partnership with business areas across the agency, the branch provides leadership, advice and support across governance, finance, people, technology, legal, communications, property and security functions.

The branch plays a key role in strengthening organisational capability, improving planning and performance, supporting informed decision-making and driving continuous improvement across AFMA. Its focus is on delivering services that are practical, responsive and aligned to the agency's strategic priorities and workforce needs.

About the section

The People, Capability and Engagement (PCE) team delivers integrated people and corporate services that support AFMA's workforce, workplaces and organisational capability.

Responsible for HR, Payroll, Communications, Property and Security functions, the team provides strategic advice and practical services that enable AFMA to build a capable, safe, engaged and future-ready workforce.

What you will do

The Capability and Communications Manager leads AFMA's organisational capability, learning and development, employee engagement and communication functions to support the achievement of agency priorities and workforce outcomes.

The role provides strategic leadership and advice on workforce capability, organisational development, engagement and communications, translating organisational priorities into practical initiatives that strengthen workforce performance and organisational effectiveness.

In addition to meeting the work level standards of the position classification, as the EL1 Manager, Capability & Communications, you will be responsible for:

Managing AFMA's capability and organisational development function, driving initiatives that strengthen workforce capability, leadership, performance and organisational effectiveness.

Delivering learning, development and workforce capability programs, ensuring employees have access to contemporary development opportunities that support current and future organisational needs.

Managing employee engagement and organisational change initiatives, fostering a positive workplace culture and supporting the successful implementation of workforce and business reforms.

Providing strategic communications advice and services, ensuring communication activities support organisational priorities, leadership decision-making and employee engagement outcomes.

Driving governance, planning and continuous improvement activities, including program evaluation, reporting, contract management and the implementation of initiatives that enhance organisational capability and service delivery.

Managing people and stakeholder relationships, building capability within the team and maintaining productive partnerships across AFMA and with external providers and stakeholders.

Capabilities & Experience

We are seeking a strategic and collaborative leader who is passionate about building workforce capability, strengthening organisational culture and delivering effective communication outcomes.

You will be comfortable operating in a dynamic environment, providing trusted advice, leading change and translating organisational priorities into practical initiatives that deliver measurable results.

You will bring:

Experience leading workforce capability, learning and development, organisational development, employee engagement or communications functions.

The ability to develop and implement initiatives that strengthen organisational capability, performance and culture.

Strong stakeholder engagement and influencing skills, with experience providing advice to senior leaders.

Strong communication and engagement skills, including the ability to develop clear and effective messaging for a range of audiences.

Experience leading projects, programs or organisational change initiatives and delivering outcomes in complex environments.

Demonstrated leadership capability, sound judgement and a commitment to continuous improvement.

Desirable Capabilities & Experience

Experience implementing workforce capability frameworks, learning management systems or organisational development programs.

Experience leading employee engagement, change management or workforce transformation initiatives.
