About the Role

We're looking for a seasoned, strategic leader to join our team as our Senior Manager of Labor Strategy & Operations. In this role, you will serve as the critical link between our company and labor unions representing drivers. You'll set our negotiating strategy, work cross-functionally to evaluate the business impact of new requirements, and help shape the operational and strategic direction of our platform.

This is a first-of-its kind role at Uber, which is critical for the future of our company. California and Massachusetts have recently passed laws allowing rideshare drivers to unionize, and other states may pursue similar legislation. Unionization creates a brand new dynamic for our business, with significant implications for customer experience, costs, marketplace outcomes, and overall business performance.

This is a high-stakes, high-impact role requiring strong analytical acumen, operational rigor, stakeholder management, and a nuanced understanding of how policy, labor dynamics, and business goals intersect.

What You'll Do

Lead Union Engagement & Strategy: Define and execute Uber's end-to-end negotiation strategy with labor unions. Drive productive dialogue and work to achieve agreements that effectively balance driver economic needs, operational flexibility, and business sustainability.

Build & Manage External Labor Relations: Establish and maintain a constructive, pragmatic relationship with union leadership, acting as their primary point-of-contact for ongoing contract interpretation, adherence, and dispute resolution.

Drive Cross-Functional Program Management: Serve as the central program manager for all labor-related initiatives. Ensure seamless alignment and cohesive execution across Legal, Policy, Tech, Core Services, Finance and other internal teams to meet contractual and business deadlines.

Strategic Impact Assessment: Analyze how labor agreements or regulatory changes will impact Uber's business model, including P&L, marketplace efficiency, cost structure, and scalability.

Make Tough Calls: Use data and judgment to navigate complex tradeoffs and make decisions that advance both compliance and business sustainability.

Executive Communication & Alignment: Develop and deliver high-impact, data-driven communications to secure buy-in and financial and resource support from ELT and leaders across the organization.

Operationalize Agreements: Translate union agreements and regulatory requirements into actionable, compliant operational plans in collaboration with Tech, Ops, Legal, and Policy teams.

Basic Qualifications

Bachelor's Degree in economics, management, finance, political science or similar field

8+ years of experience in operations, strategy, product, growth, or cross-functional program management

Preferred Qualifications

Strong communication and stakeholder management skills.

Demonstrated experience in negotiations with third parties or managing high-stakes external relationships.

A track record of successfully influencing outcomes and getting things done in a matrixed environment, even without direct authority

Experience navigating regulatory frameworks and/or labor laws.

Strong analytical and problem-solving skills; comfort with ambiguity and complexity.

Experience leading complex programs that require deep collaboration with legal, labor, operations and policy teams, ideally in regulated industries.

Excellent written and verbal communication skills, with the ability to engage and influence at all levels.

Proven ability to lead cross-functional initiatives and drive change across diverse teams.

For Chicago, IL-based roles: The base salary range for this role is USD $183,000 per year - USD $203,000 per year.

For New York City, NY-based roles: The base salary range for this role is USD $203,000 per year - USD $225,000 per year.

For San Francisco, CA-based roles: The base salary range for this role is USD $203,000 per year - USD $225,000 per year.

For Washington, DC-based roles: The base salary range for this role is USD $203,000 per year - USD $225,000 per year.

For all US locations, you will be eligible to participate in Uber's bonus program, and may be offered an equity award & other types of comp. All full-time employees are eligible to participate in a 401(k) plan. You will also be eligible for various benefits.
