Why does the job exist?

The purpose of this position is to supervise the Employee and Labor Relations Section and ensure the consistent, lawful, and effective administration of employee and labor relations programs. This position provides advanced guidance to management and employees, promotes compliance with applicable employment laws, policies, collective bargaining agreements, and workplace requirements and supports the fair and timely resolution of complex employee relations matters.

How does it get done?

Ensure consistent administration of agency policies and procedures and compliance with federal, state, and oversight requirements.

Oversee programs related to Family Medical Leave Act (FMLA), American Disabilities Act (ADA), donated leave, labor relations, and the Communications Workers of America (CWA) collective bargaining agreement.

Monitor Human Resources (HR) programs for compliance and ensures required labor law posters remain current.

Supervise Labor Relations staff and oversees employee recognition programs and other HR functions.

Minimum Qualification

Bachelor's degree in Human Resources or Business Administration, Personnel Administration, HR Administration or Management, or Criminology and three (3) years of experience related to human resources operations, conducting investigations, documenting findings and disciplinary actions, collective bargaining, or problem resolution. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Travel will be required.
