11+ months Contract (250 Business Days)
Must Have:
Extensive senior-level business analysis experience: Minimum 8+ years experience as a Business Analyst, including leading end-to-end requirements across business and data needs, with expertise in requirements traceability, gap analysis, and Agile delivery tools (e.g., Azure DevOps, JIRA).
Strong data management, integration, and governance expertise: At least 5+ years experience working with data, including analyzing, mapping, and integration within complex enterprise environments, including data modelling, lineage, and transformation, as well as applying data governance frameworks to support standardized, analytics-ready datasets.
Mandatory Requirements
1. Business Analysis Experience
Minimum 8 years as a Business Analyst supporting medium to large enterprise projects.
At least 5 years leading end-to-end requirements across business, functional, data, and reporting domains.
Experience with:
Requirements traceability, gap analysis, and change impact assessment
Agile delivery tools (e.g., Azure DevOps, JIRA)
2. Data Management & Governance
Minimum 5 years applying data management frameworks in complex environments, including:
Data lifecycle and governance
Metadata management and data quality
Experience supporting standardized, controlled data practices across enterprise systems.
3. Data Analysis, Mapping & Integration
Strong experience (5+ years) in:
Analyzing and documenting data structures, flows, and lineage
End-to-end data mapping and validation rules
Knowledge of enterprise data architecture and integration patterns, including:
Data pipelines and interoperability
Impacts to analytics, reporting, and downstream use
Desired Skills and Experience
1. Business & Data Requirements
Lead end-to-end requirements gathering across ministry and justice partners.
Document and validate:
Business, functional, non-functional, data, integration, and reporting requirements
User stories, acceptance criteria, and business rules
Ensure requirements are clear, prioritized, and aligned with data acquisition and governance objectives.
2 . Data Analysis, Modelling & Mapping
Analyze current-state (including non-relational) data and document key elements.
Define target relational data structures, including:
Entities, relationships, and normalized tables
Primary and foreign keys aligned to business domains
Develop:
Source-to-target mappings (column-level)
Transformation logic (analytics-ready / SQL-ready)
End-to-end data traceability
3. Process, Data Flow & Integration
Produce core artifacts:
Process maps and workflows
Data flow diagrams and data models
Integration and interface requirements
Identify data flows, integration points, and system dependencies.
Support solution design by ensuring requirements are feasible and aligned with architecture.
4. Data Standards, Governance & Quality
Develop and maintain:
Data definitions, business rules, and data dictionary
Naming conventions and metadata standards
Align deliverables with ministry data governance frameworks.
Support design of data management processes (intake, validation, quality controls).
Maintain requirements traceability and support validation to ensure datasets are accurate, complete, and analytics ready.
Business Analysis & Delivery
Proven experience leading business analysis activities on large, complex, multi-stakeholder digital projects.
Strong ability to translate business needs into clear, structured, and actionable requirements.
Experience producing key BA artifacts, including:
Business and functional requirements
Process maps and workflows
Data flow diagrams and specifications
Experience working in Agile delivery environments (Scrum/Kanban) using tools such as Azure DevOps or JIRA.
Data Analysis & Technical Knowledge
Solid understanding of relational data modeling and data warehousing concepts.
Knowledge of data transformation processes (ETL/ELT) and analytics-ready dataset design.
Experience defining business rules and data logic to support reporting and analysis.
Familiarity with:
Enterprise data platforms (e.g., Azure, Databricks)
Relational databases (e.g., Oracle, Azure SQL)
Understanding of large datasets, data structures, and integration concepts.
Data Governance & Quality
Knowledge of data governance principles, including:
Data quality and validation
Metadata management and data standards
Experience supporting standardized data definitions and consistent data practices across systems.
Communication & Facilitation
Strong communication and documentation skills, with the ability to tailor messaging to technical, business, and executive audiences.
Proven facilitation skills to lead workshops and discussions with diverse stakeholder groups.
Ability to synthesize complex information into clear and concise outputs.

Ability to work independently and collaboratively in fast-paced, multi-stakeholder environments.
High attention to detail and commitment to quality.
Sector Knowledge (Asset)
Experience or familiarity with justice, policing, or corrections data, is an asset.

$84.19/hr - $101.03/hr Inc.
T4 RATE RANGE (7.25 billable hours per day)
$67.35/hr - $80.82/hr T4
Compensation
This Other role pays $175k/yr. Within typical range for other roles in Canada.
