The Opportunity:

CACI is seeking a highly experienced Subject Matter Expert (SME) Manager I to provide executive-level leadership for complex defense modeling and simulation programs supporting the U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center. As an SME-level manager, you will serve as a principal authority responsible for planning, directing, and coordinating operations across multiple departments and locations. This position requires an exceptional leader who can formulate strategic policies, manage daily operations at scale, plan the use of materials and human resources, and provide expert oversight for mission-critical national security programs supporting multi-domain operations. This role typically manages through subordinate supervisors and requires demonstrated expertise in leading large, geographically distributed teams supporting critical DoD missions.

Responsibilities:

Plan, direct, and coordinate operations across multiple departments and geographically distributed locations while formulating strategic policies and managing daily operations

Provide executive program management for Technical Direction Letters (TDLs) and Task Orders, ensuring seamless integration and execution with no negative impact on cost, schedule, or performance

Oversee preparation of Technical Direction Management Plans (TDMPs), monthly status reports, quarterly program reviews, and action item tracking

Manage cost performance and financial systems including eCRAFT Enterprise utilization, funds/man-hours reporting, and WAWF invoice submissions

Direct personnel management and workforce operations, ensuring security compliance, mandatory training completion within 30 days, and backfilling vacant positions within 30 calendar days

Serve as single point of authority for Government leadership (KO, COR) while coordinating with ESI Directorate on facilities, security, safety, property transfers, cybersecurity, and material purchasing

Lead organizational planning and resource allocation including Work Breakdown Structure (WBS), Government Furnished Property (GFP), material/equipment estimates, and project risk management

Maintain effective Quality Control (QC) program ensuring services comply with PWS requirements and Government Quality Assurance Surveillance Plan (QASP) standards

Coordinate technology transfer programs including CRADAs, Educational Partnership Agreements, and work collaboratively with contractors, Government partners, system primes/OEMs, and industry vendors

Manage program operations through subordinate supervisors while addressing overall contract management and contracting issues

Oversee transition-in and transition-out phases ensuring seamless knowledge transfer, proper GFP maintenance, and no disruption to vital Government business

Qualifications:

Bachelor's or higher in technical field (Computer, Electrical, Mechanical Engineering, Architecture, Chemistry, Mathematics, Operations Research, Physics and all other engineering majors), Environmental Engineering, Architectural, Civil, Meteorology/ Atmospheric Sciences.

10 years of experience

15 years relevant experience in lieu of degree

Active TS/SCI clearance

Desired:

Master's Degree or Ph.D. is highly valued.

Experience with Army or DoD modeling and simulation programs

Familiarity with systems engineering principles and Model-Based Systems Engineering (MBSE)

Experience supporting C5ISR or DEVCOM programs

Experience with Live, Virtual, Constructive (LVC) environments

Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Experience with eCRAFT Enterprise system for cost reporting

Strong knowledge of cost performance management systems

Experience with Contractor Manpower Reporting (CMR) requirements

Experience supporting INDOPACOM or other Combatant Commands

The proposed salary range for this position is:

$95,500-$210,100
