About the role
The HSE Manager is responsible for ensuring full compliance with all applicable environmental, health, and safety regulations across the three Italian sites (Bologna, Milano, and Vicenza), with on‑site presence required at each location. This role oversees the implementation, maintenance, and continuous improvement of the company’s Environmental Health & Safety Management System in alignment with ISO 14001 and UNI ISO 45001:2018 standards.
The HSE Manager supports the planning, development, execution, and ongoing enhancement of occupational health, safety, and environmental programs to safeguard employee wellbeing and operational integrity. A key focus of the role is strengthening safety culture, influencing behaviors, and fostering close collaboration with operational leaders, General Managers, and cross‑functional teams to embed proactive, accountable, and sustainable EH&S practices throughout the organization.
Typical Accountabilities:
Health, Safety & Environmental:
Driving best practices, regulatory compliance and strong safety culture initiatives within all sites and with all leaders
Identify and evaluate hazardous conditions and practices in the workplace
Survey to identify and evaluate occupational health, safety and environmental conditions
Conduct and coordinate on-site inspections to audit physical conditions and safe work practices
Provide advice and counsel concerning all the compliance regulations applicable based on the local law and the company policies
Develop controls for identified hazards
Coordinate the implementation of controls from results of hazard analysis
Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate workplace accidents and injuries
People:
Train, coach and develop team members and management in HSE awareness and Safety Culture development. Leverage Essentra safety practices to obtain buy-in of the safety culture and develop the HSE site plans to move the safety culture forward
Conduct specialized safety and environmental training programs to communicate hazard control information
Assist in new employee occupational health, safety and environmental orientation
Quality:
Align with ISO Accredited Integrated Management Systems (UNI ISO 45001:2018, ISO14001) to ensure compliance across all sites. Revise documentation (Safe Systems of Work (SSOWs), SOPs, forms, worksheets) to an agreed, standardised work approach using known best practices;
Direct environmental compliance programs related to hazardous wastes, air permitting, water pollution control, and community right-to-know programs;
Measure and evaluate the effectiveness of the risk control system, policies, and procedures, and recommend changes that reflect better opportunities for eliminating workplace accidents and injuries.
Delivery:
Achieve on-time submission for regulatory, divisional and site-based reporting requirements
Compile, analyse, interpret and report accident, loss, and exposure statistical data
Prepare comprehensive recommendations for corrective action to eliminate or minimize potential hazards
Review injury and property damage reports
Cost:
Own the HSE cost centre. Report measurable improvements on department costs through Essentra Cost Savings (ECS) improvement activities while maintaining HSE system effectiveness
Incorporate essential occupational health, safety, and environmental requirements in all purchasing and control actions
Recommend the purchase of safety equipment and supplies
Make expenditure forecasts for EH&S initiatives (drawing up the budget, benchmarking, analysis of budget-consumption deviations, definition of cost allocation methods)
Inventory:
Ensure raw materials, recycled content and manufactured product are handled in a responsible manner; aligned with divisional sustainability goals
Contract Management and External Relations:
Evaluate and maintain records of the necessary documentation from contractors for work performed within the plant
Supervise site access control
Required Skills & Experience:
Degree In Safety Management, Engineering or equivalent
ASPP certified
Previous experience as an HSE Manager in a manufacturing environment
Excellent knowledge of the regulations, procedures and systems for environmental, health and safety management in accordance with ISO 14001 and UNI ISO 45001:2018 standards
Excellent knowledge of the Italian legislation and regulations in the matter of safety (D.Lgs. 81/08)
Solid knowledge of occupational health, safety and environmental regulations
LOTO, Hoisting & Lifting, Ergonomics
Demonstrated knowledge of ensuring theoretical and practical training in health, safety, and environmental matters
Able to propose and implement optimization in the work processes (i.e. knowledge of lean production principles and continuous improvement methods is a preference)
Fluent Italian and English language skills - written and verbal
Plastic injection moulding experience (desirable)
Warehouse & distribution operations (desirable)
RSPP certified (desirable)
