The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Human & Community Services Division.

This Field Operations Manager position oversees operations in the local Office of Public Assistance. This position creates work plans for the office, sets strategic goals that align with the framework of the bureau, and handles personnel issues. This position directly supervises at least one employee and may supervise up to nine staff. This position develops work plans for the team, and ensures deadlines and objectives set forth are met.

The Field Operations Manager position also does the following:

Implements state and federal public assistance programs at the local level and ensures that all programs are being operated in a manner consistent with federal, state, and departmental policies.

Coordinates across offices with supervising staff to communicate policy changes, update office procedures, and establish staff expectations related to quality, timeliness, and documentation requirements.

Develops work plans for the team, and ensures deadlines and objectives are met.

Ensures staff have the guidance, resources, and training needed to meet program accuracy, timeliness, and quality standards.

Ensures their assigned OPA office has the equipment, supplies and resources needed to support staff and clients.

Provides clarification and operational guidance to staff regarding eligibility rules, documentation standards, and service expectations.

Consults with supervisory and eligibility staff to ensure client concerns are addressed using consistent, policy-aligned decision making.

Incorporates performance expectations, quality metrics, and workflow practices common to eligibility processing roles to maintain consistent service delivery.

Qualifications for this Career Opportunity

Experience with public assistance and eligibility program determination.

Knowledge of human services, community based and / or assistance programs.

Experience in customer service, personnel management, and supervision.

Excellent written and verbal communication skills.

Ability to maintain professional working relationships with peers, supervisors, and other agency staff including the general public.

Ability to motivate, mentor, and guide staff.

Meet minimum qualifications:

Bachelor’s degree in business, human services with a concentration that is directly related to public assistance, or a closely – related field of study.

Four years of Client Service Coordinator work experience or other job related work experience with duties that include complex analysis and decision making and/or solving complex client service problems.

Two years of supervisory experience

Other combinations of directly related education and experience may be considered on a case-by-case basis.

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

The primary location for this position is Helena, however other locations where office space is available will also be considered. Specific conditions will be provided by the supervisor and must adhere to state and DPHHS policies.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

Salary: $ 36.96 - 36.96 Hourly
