Job Description and Duties
This position functions as the Assistant Chief of the Fiscal Systems and Consulting Unit (FSCU). The incumbent will participate as a high level technical and policy advisor and will provide policy guidance and direction relating to FSCU’s area of responsibility. The incumbent assists with management of FSCU’s day-to-day operations, including internal and statewide policy and procedures and statewide training; serves as Finance’s Partner Business Executive for the Department of FISCal on statewide accounting matters; participates in decision making and manages FSCU involvement with statewide accounting Book of Record transition to FI$Cal, ongoing enhancements and onboarding new departments; and participates in other complex projects performed by FSCU.

Special Requirements
This position is located in Sacramento.
Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of four days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Extensive knowledge of California state and governmental accounting policies, processes, and requirements, as well as broad administrative and management level experience with the Financial Information System for California (FI$Cal) and other financial systems.
Demonstrated ability to apply broad management capabilities, which include technical and management level experience in the state’s accounting, budgeting, and legislative processes.
Ability to represent the Department of Finance by collaborating effectively with strong negotiating, writing and verbal communication skills, establishing and preserving confident, credible, and cooperative relationships with the highest level of the Administration, the Legislature, and local and federal government.
Demonstrated ability to perform high-level administrative and policy influencing functions effectively. This includes the demonstrated ability to work effectively under intense pressure, exercise sound judgment and the capacity to make high-level decisions in a fast-paced and changing environment.
Demonstrated ability to apply new ways of thinking, solve problems, and develop new approaches to achieve the Department's mission.
Strong leadership and management team experience demonstrating an ability to set goals and expectations; encourage growth and initiative at all levels; manage staff within a multi-disciplinary organization by coaching and mentoring employees to create a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance.

Examination Information
The result of this examination will be used to fill the CEA Level A, Assistant Chief, Fiscal Systems and Consulting (FSCU) Unit position within the Department of Finance for a period of up to 12 months. Hiring interviews for the position will be conducted with only the most qualified candidates. The list will be superseded upon the administration of a new CEA examination for the same level. Additionally, the examination may be reopened to supplement the number of qualified competitors.
If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
