The Energy, Minerals and Natural Resources Department (EMNRD) works to position New Mexico as a leader in energy and natural resource stewardship. The agency is responsible for developing reliable energy resources, conserving renewable and nonrenewable resources, supporting responsible land reclamation, improving forest and watershed health, and managing a statewide system of state parks.
The Human Resources Bureau provides personnel services, guidance, and operational support to all EMNRD divisions. HR ensures the Department's workforce is effectively managed by overseeing recruitment and hiring, employee records, personnel actions, onboarding, training, and general employee support. The bureau plays a key role in helping the Department attract, retain, and serve a skilled workforce aligned with EMNRD's mission.
Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist?
This position is responsible for the direct supervision of three (3) HR Generalists within the Human Resources Bureau, which includes acting upon leave requests, conducting annual performance evaluations and recommending disciplinary action when needed; participating in interviews and recommending selection of applicants and conducting training of assigned personnel when needed. The Manager exists to provide oversight and professional Human Resource guidance and counsel to the Section's staff in Human Resource processes and HR transactions, including but not limited to recruitment, hires, promotions, reclassifications, and payroll functions. This position will manage three technical HR staff within the Bureau and will be responsible for the Classification and Compensation, Recruitment transaction requests in SHARE, and the payroll program within EMNRD. This position will be backup to the HR Director when needed.
How does it get done?
Provides direct supervision and leadership of Bureau staff and ensures accuracy and timeliness of all HR transactions to include payroll actions, compensation and classification, benefits, new employee on-boarding, processing worker compensation and disability claims and recruitment transactions.

This position supports all EMNRD staff, as well as the HR Director.

Minimum Qualification
Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must maintain and possess a current New Mexico Driver's License
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and standing for extended periods of time may be required. Ability to lift up to 25lbs. Office noise, bending, standing and lifting.
