Why does the job exist?

The Rural Health Transformation (RHT) Communications Manager will:

Oversee communications, stakeholder-facing messaging, and public engagement activities associated with the New Mexico Rural Health Transformation (RHT) Program;

Support implementation of the RHT governance structure by coordinating internal and external communications, stakeholder engagement materials, outreach activities, public-facing resources, and implementation messaging across the State¿s five RHT initiatives (1. Healthy Horizons 2. Rooted in New Mexico 3. Rural Health Innovation Fund 4. Bridge to Resilience and 5. Rural Health Data Hub);

Support clear, accurate, and coordinated communications aligned with CMS requirements, State priorities, and RHT Program implementation activities.

How does it get done?

The Rural Health Transformation (RHT) Communications Manager is responsible for:

Leading communications and stakeholder engagement support for the Rural Health Transformation (RHT) Program;

Developing and coordinate stakeholder-facing communications, outreach materials, presentations, webinars, public-facing resources, implementation updates, talking points, FAQs, and executive briefing materials;

Coordinating communications across Program Management Office (PMO) leadership, contractors, providers, state agencies, Tribal partners, community organizations, and external stakeholders to support consistent messaging;

Supporting stakeholder engagement activities, advisory committee coordination, public input activities, and provider-facing communications for RHT implementation;

Assisting with communication strategies, implementation materials, website content, outreach plans, and stakeholder engagement resources aligned with State priorities and CMS requirements;

Coordinating with operations, implementation, finance, procurement, and data and evaluation staff to support integrated communications and stakeholder engagement across the RHT Program portfolio.

Work is performed for the Health Care Authority, the RHT Program Management Office, providers, contractors, state agencies, Tribal partners, community organizations, CMS, and program stakeholders to support communications, outreach, and stakeholder engagement activities associated with the Rural Health Transformation Program.

Ideal Candidate

Minimum Qualification

Associates Degree in Publications, Journalism, Communications, Public Relations, Business Administration with an emphasis in Marketing, and/or related field and one (1) year of experience in public relations, mass communications, television, radio, print media, emergency communications, and/or emergency management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is primarily performed in an office setting with extensive use of a computer, phone, virtual meeting platforms, and Visual/Video Display Terminal (VDT) equipment. Position may require prolonged sitting, coordination of virtual and in-person meetings, preparation and review of communications materials, and occasional in-state travel for stakeholder engagement, public meetings, conferences, trainings, or implementation activities.

Bargaining Unit Position

This position is covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.

Compensation
