This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

The Business Planner is responsible for developing and implementing annual business unit planning, policies, processes, procedures, and strategic initiatives for Enterprise Solutions, Data Analytics, and the HoMES portfolio. The role supports the planning, governance, performance reporting, and delivery coordination required to advance enterprise platforms, data-enabled decision-making, and major technology transformation initiatives across TCHC.

The Business Planner is also responsible for developing, implementing, and supporting initiatives and stakeholder relationships that further TCHC and ITS strategic goals, with a focus on enabling business value through enterprise solutions, data analytics capabilities, and the HoMES portfolio. The role supports alignment between technology delivery, business priorities, operational readiness, and stakeholder engagement across internal teams and partner organizations.

The Business Planner will support and facilitate operational activities for Enterprise Solutions and Data Analytics, including portfolio planning, governance support, reporting, communications, documentation, and coordination activities related to the HoMES portfolio and other enterprise technology initiatives.

What you’ll do

Develop and implement strategic initiatives for Enterprise Solutions, Data Analytics, and the HoMES portfolio:

Plan, coordinate, communicate, monitor, and report on the implementation of strategic and operational initiatives across Enterprise Solutions, Data Analytics, and the HoMES portfolio

Ensure initiatives are delivered in accordance with internal, shareholder or other requirements

Consult with teams across business units as appropriate

Develop, project manage, and support review of portfolio performance by senior ITS management, including performance measures, data analytics reporting, progress updates, risks, issues, and decision support for enterprise platforms and HoMES-related initiatives

Develop recommendations to improve business processes

Support portfolio governance, roadmap planning, intake prioritization, and benefits tracking for Enterprise Solutions, Data Analytics, and HoMES initiatives

Advise on improvements of performance measures and reporting as appropriate

Provide support for management relationships with business units, the shareholder, service manager, and technology partners by coordinating strategic initiatives, governance activities, and reporting requirements for Enterprise Solutions, Data Analytics, and the HoMES portfolio:

Monitor, track and verify all reporting requirements from the Shareholder

Build relationships with management within ITS and other business units to collaborate on joint projects and annual reporting processes

Consult and collaborate with other business units and executives leadership as appropriate to gain their feedback on content areas

Coordinate joint initiatives between ITS and other business units

Manage the delivery of key internal change projects including changes to policies, procedures and business processes as required:

Coordinate cross-functional engagement with business stakeholders, ITS teams, vendors, and governance bodies to support HoMES portfolio delivery, enterprise solution adoption, and data analytics enablement

Plan and coordinate with ITS teams other divisions to review, update and create new processes, policies, and procedures for the business of the ITS business unit, and where ITS unit is the policy holder or subject matter expert, plan coordinate, communicate and monitor the implementation of policies, processes, standards, protocols and procedures including any changes:

Consult with relevant internal and external stakeholders on the development of new policies, standards, processes, and procedures

Project manage the development and implementation of new policies and procedures as necessary

Collaborate with strategic communications and learning and organizational development to develop an implementation plan for newly developed policies and procedures

In partnership with other divisions, coordinate and monitor staff learning initiatives and management meetings related to policies and procedures

Develop reports, papers, briefing notes, dashboards, and presentations for internal use and to communicate portfolio performance, data insights, risks, decisions, and progress to stakeholders:

Create reports for ITS management and leadership on matters including Enterprise Solutions, Data Analytics, HoMES portfolio governance, performance measures, evaluation, strategic initiatives, risks, issues, dependencies, sector relations, and other areas, and provide advice and expertise to the business unit on improving management reports.

Help other business units understand the ITS policies, standards, process

Write reports for ITS management and leadership as required

Primary job location is the ITS facility at 729 Petrolia Road, however, occasional travel to different Toronto Community Housing communities may be required.

What you’ll need

Combination of post-secondary education in business administration or other relevant field (e.g. Commerce, Technology Management, Public Administration, etc.)

5 years of experience (work or co-op) in a large public corporate environment in one or more of the following areas: IT business planning and road-mapping, enterprise solutions portfolio planning, data analytics reporting, performance measurement, strategic planning, creation and monitoring of accountability systems, or governance support for major technology initiatives.

At least 2 years' experience in a public sector IT department

Experience supporting enterprise platforms, data analytics initiatives, portfolio governance, or large-scale business transformation programs such as HoMES is required.

Nice to have:

Technology experience with enterprise platforms and productivity tools such as ServiceNow, SharePoint, Microsoft 365, MS Visio, MS Project, Power BI or similar data analytics/reporting tools, and systems supporting the HoMES portfolio.

Strong customer and stakeholder orientation

Experience coordinating governance materials, portfolio reporting, dashboards, briefing notes, and executive-level updates for enterprise technology or data analytics initiatives is an asset.
