Position Information

This position involves performing engineering work across one or more functional areas, including planning, project development and design, and project management for both state-let and local-let projects. Responsibilities include ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines.The role also encompasses project management for PS&E, cost estimation, and scheduling. Work requires regular interaction with private entities and government officials. The Transportation Engineer must be proficient in project management processes, including contract and work authorization processing.

Minimum Salary: 84,182.00 Maximum Salary: 142,374.00

Position Description

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution.

Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

Reviews contracts and related documents for execution.

Serves as a project manager overseeing consultants performing advanced and complex engineering work.

Serves as project/team leader for highly complex projects related to enterprise CPM scheduling and resource management

Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.

Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.

Makes presentations and represents TxDOT.

Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Licensed Prof Engineer*

Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies:

Considerable knowledge of

Hydrologic, hydraulic and geotechnical design activities and principles

Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services

Highway construction design applications

Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool

Critical Path Method for managing projects

Cost estimating and cost controls

Contract development and oversight

Expert skill in

Public relations for maintaining effective working relationships with individuals and groups, both internal and

external

Proficient skill in

Coordinating and directing multiple projects

Physical Requirements and Working Conditions:

Subject to inside and outside environmental conditions

Required to wear protective gear - respirator, hard hat, or other devices

Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.

Walking - moving on foot to accomplish tasks: long distance/from one work site to another

Talking - expressing or exchanging ideas by spoken words
