Bachelor's degree or equivalent relevant experience is required, plus a minimum of 10 years of relevant experience; or Master's degree, plus a minimum of 8 years of relevant experience to meet managerial expectations.
CLEARANCE REQUIREMENTS:
Ability to obtain a Department of Defense TS/SCI security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. Citizenship is required.

As the Program Proposal Manager, you'll leverage your leadership and team building expertise to develop and execute proposal strategies that drive cohesive, integrated planning across program, subcontractor, and material workstreams. You'll define roles, establish WBS-based budgets and schedules, and lead the development of Engineering Change Proposals and ROM estimates in dynamic environments where scope continues to evolve. Monitoring progress, identifying risks, and communicating corrective actions to stakeholders will be central to your success in this role.
What you’ll experience:
The Program Proposal Manager will work with the program team and with the customer to manage and lead the development of the multiple Engineering Change Proposals and ROM estimates.
Work with the customer and lead multiple alpha contracting sessions, where the customer reviews and discusses our understanding of the additional scope, reviews basis of estimates, technical volume and assumptions.
Manage the ECPs and ROMs (rough order of magnitude) to ensure the additional scope can fit in the overall program schedule.
Work with the program technical leaders to ensure the scope is adequately captured and defined in both ECPs and ROMs
Work with the program teams to integrate scope in program schedule and program WBS once it is awarded

What you bring to the table:
Bachelor's degree or equivalent plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience to meet managerial expectations
Demonstrated experience in proposal management, including development of ECPs and ROMs, with familiarity in government contracting processes (FAR/DFARS)
Substantial knowledge of products and technologies including current and potential applications
Ability to establish and assure adherence to budgets, schedules, work plans, and performance requirements
Ability to lead others in team building, conflict resolution, motivation, and leadership
Strong customer communication and negotiation skills, with demonstrated ability to lead customer-facing reviews and contracting sessions

Salary Note: This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled. Combined Salary Range: USD $203,851.00 - USD $220,574.00 /Yr. Company Overview:
