Responsibilities of the School Budget

Review, analyze, and approve all school district and charter school operating budgets.

Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding.

Collect and analyze projected and actual student membership.

Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.

On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports.

Review Emergency Supplemental Awards and Out-of-State Tuition Awards.

School district or charter school Board of Finance suspensions.

Provides technical support and training for school district and charter school business personnel.

Helps develop the public-school support appropriation recommendation in relation to SEG.

Creating Bond Certification Certificates to issue GO Bonds or ETNs and other miscellaneous tasks.

Why does the job exist?

This position exists to safeguard public education funds and ensure statutory compliance across New Mexico's 89 school districts and ~103 charter schools. Operating within the PED Student Budget Bureau, the role delivers regulatory oversight for over $4 billion in total statewide educational expenditures and manages key aspects of the state public school funding formula. Through the review and approval of annual budgets and periodic financial reports, direct technical assistance to local school officials, and specialized oversight during fiscal emergencies or Board of Finance interventions, this position ensures financial transparency, accountability, and stability across the state's public education system.

How does it get done?

Budget Review and Certification: Analyze, review, and recommend approval for school district and charter school operating budgets in alignment with established state schedules and regulatory standards.

Data Validation and Formula Calculation: Audit critical state funding data, including STARS membership data, TCI calculations, and SEG calculations, to ensure accurate, compliant distribution of state education funds.

Financial Reporting and Approvals: Monitor and approve ongoing operational transactions, including Budget Adjustment Requests (BARs), cash transfers, bonding certifications, accreditation data logging and quarterly/annual financial reports.

Technical Assistance and Training: Deliver authoritative policy guidance and training to district/charter business officials based on state statutes, administrative rules, and the Public School Accounting and Budget Manual.

Emergency Oversight and Specialized Support: Oversee complex fiscal scenarios, such as Emergency Supplemental requests, Board of Finance interventions, and dedicated onboarding support for new charter schools.

This work is performed in support of key state educational entities, including the New Mexico Public Education Department, the New Mexico State Legislature, and various State Agencies. Externally, services are delivered directly to Public School Districts, Charter Schools, and the general public.

Minimum Qualification

Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
