EN-PR-01: Chief of Development

PURPOSE OF THE JOB

Be responsible for the end-to-end product development (up to validation & certification). This means they ensures that the agreed (platform) product is developed on time, within the agreed budget and the right quality & performances

Lead cross-functional Train development activities involving all project stakeholders (e.g. Engineering, Procurement, Industrialization, Services).

Lead & coordinate sub-system managers during the development phase.

Endorse design authority and related decisions or trade-offs.

MAIN RESPONSIBILITIES

Key accountabilities:

With Project Manager / Director and project team (e.g. quality, costs, contracts, planning)

Represents the technical authority in front of the customer and interface directly for major topics (e.g. design approval, VO, major non-compliances)

Ensures compliance with contract technical requirements

Is responsible for Train level Development Work Packages QCD

Reports on product development progress

Escalates development issues and decisions to be taken at project level

With project development team (incl. sub-systems Manager)

Sets and allocates technical and QCD objectives

Coordinates and monitors cross-functional activities and deliverables, Development Planning, Configuration & Change Management, Design For Operations, Design For Services.

Makes key cross-functional or technical decisions and trade-offs

Represents the design authority and ensures product liability, adherence to platform product and compliance with Alstom standards

Manages technical risks & define mitigation plans

With sites/métiers

Interacts with sites and métiers management to secure product development needs & deliverables at train level.

With Product Platform

Liaises with Platform Design Authority to align on new technical gaps versus tender hypothesis

Contributes to collect Project REX on product performances & sustaining evolution needs

Performance measurements:

Product validation / Compliance with Source Requirements

On-Time Design Reviews

Project Development OTIF

Convergence towards targeted method time & LCC (Life Cycle Cost) if any

Convergence towards targeted CPU (Cost Per Unit)

Train Level Development Work Package costs at completion

Adherence to Platform product

MAIN REQUIRED COMPETENCIES

Educational Requirements

Mandatory:

Engineer degree or equivalent with experience in Engineering team.

General knowledge of the product.

Knowledge on Engineering tasks to be performed.

Desirable:

For big projects (> 100 000 hours), minimum 5 years’ experience on product development and management positions are required

Extensive technical and Alstom platforms knowledge and project/company background

Balanced skills between project management, product development and leadership

Ability for problem-solving and efficient decision-making in complex environment

Strong leadership and ability to federate teams on technical orientations to reach QCD targets

Demonstrated capacity to lead cross-functional activities and numerous/various stakeholders in a multi-cultural environment

Ability to drive Operational Excellence principles & ways of working in development activities

Salary Range 59.600 € - 79.400 €
