The Organisation Talent and Learning team is responsible for developing the skills, knowledge, and capabilities needed to support organisational success. Working closely with leaders and stakeholders across the Agency, the team delivers learning and talent initiatives that enable individuals and teams to perform at their best. With a focus on continuous improvement and professional development, the team plays a key role in fostering a culture of learning, supporting workforce capability, and ensuring the organisation is equipped to meet current and future challenges.

Job description
Your responsibilities include supporting the development and delivery of learning and talent initiatives that help build organisational capability and meet business objectives. You will work with stakeholders to identify development needs, contribute to workforce planning, and help shape solutions that address current and future skill requirements. Providing advice, insight, and guidance, you will lead the implementation of learning activities through the Learning Manager System and promote continuous improvement, organisational effectiveness and enhanced learner experience to strengthen learning culture.
Your responsibilities will include, but arent limited to:
1. To inform the development of the talent and learning strategy ensuring alignment to the future requirements of the agency strategy and to include provision to future proof the workforce to support changing business needs and develop talent pipelines.
2. To provide L&D consultancy skills to the business. Working with the Heads of Professions, Strategic L&D Leads and HRBP team, to identify strategic capability and skills gaps and to recommend suitable development opportunities and cost-effective solutions to meet business needs.
3. Act as a specialist, single point of contact and manage the relationships between CS Learning and the agency, working with DfT L&D to seek solutions to issues. Actively build relationships across the Department and wider government to share and gain best practice and learning.
4. Manage the Agency central training budget, critically evaluating the impact and cost effectiveness of all learning interventions, supporting and implementing changes to programmes and processes by continuous improvement.

Person specification
Required experience:
To be successful in this role you will need to have the following experience:
Experience of developing, delivering, or supporting learning, talent, or workforce development initiatives within a complex organisation.
Experience of working with a range of stakeholders to identify capability needs and implement learning or development solutions that support business objectives.
Experience of providing advice and guidance on talent management, learning and development, workforce capability, and learning management systems involvement in people-focused activities.
Experience of managing competing priorities, resources, budgets, or programmes, ensuring effective delivery of outcomes and continuous improvement.
You will hold a Level 5 CIPD qualification at Associate Level or be willing to work toward this.
Additional Information
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Occasional travel to other offices will be required, which may involve overnight stays.
