About the Role
The People and Culture Manager is the operational heart of YWCA Utah's HR function. This role ensures the organization operates in compliance with employment law and internal policy, manages benefits administration, maintains HR systems and records, supports employee relations, oversees staff training compliance, and helps coordinate the organizational infrastructure that keeps our team connected and informed.
The People and Culture Manager reports to the Chief Development Officer and works closely with the Leadership Collective, Finance, and Paychex, our HR partner. This role is right for someone who is organized, discreet, people-centered, and grounded in HR practice - someone who takes compliance seriously, communicates clearly, and approaches this work with both accountability and care.
What You Will Do
Benefits Administration
Coordinate paid leave tracking (PTO accruals, FMLA/leave of absence) in partnership with Finance
Monitor ACA compliance (tracking hours, eligibility determinations)
Process unemployment claims and maintain related documentation
Oversee benefits administration including enrollment, changes, provider liaison, and employee inquiries
Onboarding and Recruitment Support
Lead new hire onboarding end to end: pre-onboarding preparation, offer letters, new hire packets, paperwork, I-9 verification, eVerify, background checks and fingerprinting coordination with the Safety and Security Compliance Specialist
Assemble onboarding folders, job descriptions for signature, and onboarding materials
Support recruitment by posting positions, screening applications, and coordinating interviews or by supporting supervisors to conduct interviews
HR Records, Compliance, and Reporting
Maintain personnel files and HRIS data with a high standard of accuracy, integrity, and confidentiality
Ensure compliance with federal, state, and local employment laws and organizational policy
Prepare required HR reports including CPR documentation, DHHS audit preparation and reporting, and other regulatory or funder requirements
Support internal and external audits and maintain audit-ready documentation practices
Partner with the VP of Finance on training plan development and compliance tracking
Ensure employees remain current on all required trainings; track completion and follow up as needed
Employee Relations and Investigations
Serve as a first point of contact for employee questions about policy, benefits, and HR processes
Receive and assess employee concerns; conduct investigations when needed, producing clear written findings and documentation
Support the Leadership Collective on complex employee situations, providing guidance on process and policy
Consult with the Paychex HR Consultant or legal counsel when navigating sensitive or high-risk situations
Support offboarding, exits, and employment transitions with proper documentation
Serve as a witness for disciplinary write-ups, performance conversations, or terminations as needed, ensuring proper documentation and process integrity
All-Staff Meetings and Organizational Support
Organize and manage monthly all-staff meetings, including logistics, agenda coordination, and preparation of supporting materials
Attend Program Director meetings as a standing representative of the People and Culture Department
Support organization-wide HR-related communication
Provide general administrative and clerical support to the P&C function, including ad hoc projects, reporting, and departmental coordination
Recognition and Engagement Support
Support employee recognition efforts, benefits enrollment events, and organizational meetings
Assist with coordination of events and engagement activities as needed
What We Are Looking For
Require
3 or more years of HR experience with meaningful responsibility in compliance, benefits, or employee relations
Working knowledge of federal and state employment laws applicable to nonprofits or human services organizations
Experience managing benefits administration, ideally with an external vendor or HRIS platform
Experience conducting or supporting employee investigations and producing written documentation
Strong recordkeeping and documentation skills with a high degree of discretion and confidentiality
Clear, calm communicator who can explain policy and process to staff and leaders in accessible language
Organized and detail-oriented, comfortable managing multiple priorities in a fast-paced environment
Preferred
Experience working in a nonprofit, social services, or mission-driven environment
Familiarity with Paychex or similar HRIS platforms
Experience coordinating all-staff or organization-wide meetings and events
HR certification (PHR, SHRM-CP, or similar) or active pursuit of one
Comfort working with a small team where roles require flexibility and collaboration

Compensation
This Other role pays $55k-$60k/yr. Within typical range for other roles in United States.
