About the role

E-Logic is seeking a highly qualified Bahrain (BAH) Rebuild Program Manager to oversee the execution of the Bahrain Rebuild Program in support of the Planning, Design, and Construction (PDC) Directorate. The selected candidate will provide leadership and program management for complex planning, design, and construction initiatives, ensuring projects are delivered on schedule, within budget, and in compliance with Government requirements.

Key Responsibilities

Provide overall program management and leadership for the Bahrain (BAH) Rebuild Program.

Manage, coordinate, and oversee the execution of planning, design, construction, renovation, and facility improvement projects supporting the Planning, Design, and Construction (PDC) Directorate.

Develop and recommend acquisition strategies, project execution approaches, and assignment of multidisciplinary execution teams.

Monitor program performance by tracking project scope, schedules, budgets, milestones, and quality metrics.

Identify, evaluate, and resolve issues affecting project cost, schedule, quality, and overall program execution.

Represent the Command during executive-level meetings, stakeholder engagements, project synchronization meetings, and technical reviews.

Provide technical leadership and professional guidance on acquisition strategies, engineering, architecture, construction management, and project execution.

Support financial planning, budget management, resource allocation, and other administrative functions associated with program execution.

Coordinate with Government personnel, contractors, architects, engineers, and project teams to ensure successful project delivery.

Prepare executive briefings, status reports, and recommendations for senior Government leadership.

Required Qualifications

Education and Professional Experience

Candidates must qualify under one of the following pathways:

Architect Option

Bachelor's or Master's degree in Architecture from a NAAB-accredited program.

Minimum of five (5) years of professional architectural or facilities design experience.

At least one (1) year of experience supporting facilities projects for a U.S. Federal Government agency.

Engineer Option

Bachelor's or Master's degree in Engineering from an ABET-accredited engineering program.

Minimum of five (5) years of professional engineering or facilities design experience.

At least one (1) year of experience supporting Federal Capital Improvement projects.

Required Knowledge, Skills, and Abilities

Broad knowledge of project and program management principles, practices, and methodologies.

Strong understanding of planning, design, construction management, acquisition processes, and Government project execution.

Experience managing multidisciplinary teams and coordinating complex engineering and construction programs.

Knowledge of financial management, budgeting, resource planning, and program administration.

Strong analytical, leadership, organizational, negotiation, and decision-making skills.

Excellent written and verbal communication skills, including the ability to brief senior Government officials and stakeholders.

Must be a U.S. Citizen.

Must possess a valid driver's license.

Location: Primary work location is NSA Naples (Capodichino), Italy (PSC 817 Box 51, FPO, AE 09622-0051). The position requires frequent Temporary Duty (TDY) travel to NSA Bahrain, Kingdom of Bahrain, including NSA 1, NSA 2, NSA 3, and Isa Air Base. TDY travel may consist of up to ten (10) trips, each lasting approximately ten (10) days, during each performance period. While performing work at NSA Bahrain, employees may be required to work in austere environments due to damaged facilities and must be capable of performing physical activities such as prolonged walking, standing, climbing, crouching, and bending. U.S. Citizenship is required for this position.

Preferred Qualifications

Registration as a Registered Architect (RA) (for Architect candidates).

Registration as a Professional Engineer (PE) (for Engineer candidates).

Experience supporting NAVFAC, the Department of the Navy (DON), or other Department of Defense (DoD) organizations.

Experience managing Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), or other large-scale federal facilities programs.

Certification in Project Management (e.g., PMP) is highly desirable.

Demonstrated experience leading complex, multi-million-dollar planning, design, and construction programs involving multiple stakeholders and geographically dispersed project teams.
