About the role

E-Logic is seeking a qualified Expeditionary Project Manager (XM) to provide professional architectural, engineering, and project management support for the planning, design, construction, renovation, and maintenance of Government facilities. The selected candidate will oversee projects from initiation through close-out while coordinating with Government stakeholders, contractors, and multidisciplinary teams to ensure successful project delivery.

Key Responsibilities

Provide independent, timely, and professional architectural and engineering support for the planning, design, construction, renovation, and maintenance of Government facilities.

Manage projects from initiation through close-out, including:

Project governance

Project planning

Design management

Cost estimating

Schedule management

Funds management

Conduct construction site visits, inspections, and progress assessments to monitor quality, safety, and compliance.

Manage the construction submittal process and coordinate the review and resolution of Requests for Information (RFIs).

Review and analyze contractor construction schedules, progress reports, and cost estimates.

Review contractor payment requests and validate completed work prior to payment approval.

Oversee systems commissioning activities and critical systems acceptance to ensure project requirements are met.

Establish and maintain effective communication and coordination among Government stakeholders, contractors, architects, engineers, and project teams.

Manage all project close-out activities, including warranty administration, punch-list completion, final inspections, turnover documentation, and final financial reconciliation.

Prepare project reports, status updates, and executive briefings for Government leadership.

Required Qualifications

Education and Professional Experience

Candidates must qualify under one of the following pathways:

Architect Option

Bachelor's or Master's degree in Architecture from a NAAB-accredited program.

Minimum of five (5) years of professional architectural or facilities design experience.

At least one (1) year of experience supporting facilities projects for a U.S. Federal Government agency.

Engineer Option

Bachelor's or Master's degree in Engineering from an ABET-accredited engineering program.

Minimum of five (5) years of professional engineering or facilities design experience.

At least one (1) year of experience supporting Federal Capital Improvement projects.

Required Knowledge, Skills, and Abilities

Experience managing construction and facility projects through all phases of the project lifecycle.

Knowledge of project management, construction management, design management, cost estimating, scheduling, and funds management.

Experience reviewing construction schedules, contractor submittals, RFIs, payment requests, commissioning documentation, and project close-out packages.

Strong organizational, analytical, leadership, and communication skills.

Ability to coordinate effectively with Government personnel, contractors, architects, engineers, and other project stakeholders.

Must be a U.S. Citizen.

Must possess a valid driver's license.

Location: Primary work location is NSA Naples (Capodichino), Italy (PSC 817 Box 51, FPO, AE 09622-0051). The position requires frequent Temporary Duty (TDY) travel to NSA Bahrain, Kingdom of Bahrain, including NSA 1, NSA 2, NSA 3, and Isa Air Base. TDY travel may consist of up to ten (10) trips, each lasting approximately ten (10) days, during each performance period. While performing work at NSA Bahrain, employees may be required to work in austere environments due to damaged facilities and must be capable of performing physical activities such as prolonged walking, standing, climbing, crouching, and bending. U.S. Citizenship is required for this position.

Preferred Qualifications

Registration as a Registered Architect (RA) (for Architect candidates).

Registration as a Professional Engineer (PE) (for Engineer candidates).

Experience supporting NAVFAC, the Department of the Navy (DON), or other Department of Defense (DoD) organizations.

Experience managing Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), or other federal construction projects.

Project Management Professional (PMP) certification is desirable.

Experience working on overseas or expeditionary construction and infrastructure projects.
