The Human Resources Department within the New Mexico Department of Workforce Solutions (DWS) supports the agency's mission by managing all aspects of the employee lifecycle. HR provides recruitment and staffing, classification and compensation, benefits administration, employee relations, performance management, and compliance with state and federal employment laws. Through these functions, HR ensures the workforce is fully supported, well-trained, and aligned to effectively deliver workforce development services and protect New Mexico's workers.

Why does the job exist?
The Senior Human Resources Generalist exists to provide advanced-level human resources expertise and strategic support to the Temporary Assistance for Needy Families (TANF) Division, which helps low-income families achieve self-sufficiency through employment and support services. This position independently manages complex HR functions, including recruitment, employee relations, classification and compensation, policy interpretation, and workforce planning, while ensuring compliance with State Personnel Board Rules, Collective Bargaining Agreements, and agency policies. The position serves as a trusted advisor to management and supports organizational goals by attracting, developing, and retaining a qualified workforce.
How does it get done?
Key responsibilities of this position include coordinating and executing high-volume recruitment activities, facilitating new employee on-boarding and benefits orientation, processing complex personnel and payroll actions, conducting classification and compensation analyses, and ensuring compliance with applicable personnel laws, rules, and policies. The position provides consultation and support to supervisors and managers on a variety of human resources matters, including staffing, employee performance, disciplinary actions, and organizational structure. Additionally, the incumbent develops and refines HR processes, mentors and trains HR staff, reviews work for accuracy and consistency, participates in agency initiatives and meetings, and supports the delivery of efficient and effective human resources services across assigned divisions.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions
Office setting with face to face interaction with employees is a must. Sitting for long periods of time viewing computer monitor. Repetitive hand movement. Standing, walking, lifting up to 20 lbs. Must pass a background check as condition of employment.
