Salary Plan/Grade:

Technical Project Manager I (B24): $65,104 - $106,634/yearly

Technical Project Manager II (B26): $76,530 - $129,430/yearly

The Texas Department of Transportation reserves the sole right in determining the level of position offered based on the applicant's skill level, education, work experience, and all other appropriate factors, and based on business needs.

Position Description

Manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Essential Duties:

Technical Project Manager I:

Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.

Compiles and distributes project information, status reports, and project budget expenditures.

Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through Federal Highway Administration or U.S. Department of Transportation.

Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.

Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.

Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.

Performs other job responsibilities as assigned.

Technical Project Manager II:

To include duties above:

Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel,processes, and technology.

Evaluates project challenges and formulates solutions to achieve objectives related to productivity, quality, and client satisfaction.

Evaluates and assesses business process improvement initiatives performed by others.

Serves as a lead worker by advising, training, and coaching employees to increase job efficiency; acting as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage.

Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Technical Project Manager I: 5 years construction project management; project management, process engineering and/or business process improvement methodologies.

Technical Project Manager II: 6 years construction project management; project management, process engineering and/or business process improvement methodologies.

(Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management

disciplines.

Physical Requirements and Working Conditions:

Subject to environmental conditions; protection from weather but not temperature changes

Subject to outside environmental conditions; no effective weather protection

Subject to inside and outside environmental conditions

Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour

Subject to noise

Subject to vibration Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals

Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation

Subject to air and/or skin exposure to oils and other cutting fluids

Required to wear protective gear-respirator, hard hat, or other device

Works frequently in small/crawl spaces; manholes; areas that can cause claustrophobia

Works in narrow aisles or passageways Sedentary work:

Lift up to 10 lbs at a time and occasionally carry small files/tools
