About the role
1. Contract Management & Client Relationship
Serve as the primary point of contact for client on all contractual, operational, and service delivery matters.
Ensure full compliance with contract specifications, KPIs, SLAs, and statutory requirements.
Manage contract performance and address any service gaps, non-conformances, and client feedback promptly.
Lead monthly operational reviews, management meetings, and performance reporting sessions with Client.
Review and manage variation orders, lifecycle replacement requests, ad-hoc works, and improvement initiatives.
Provide strategic recommendations to improve operational efficiency, service quality, and customer satisfaction.
2. Operations Leadership
Oversee the day-to-day facilities management operations across all assigned LTA sites.
Direct and support the four Supervisors cum FSMs in delivering operational excellence at their respective locations.
Monitor maintenance activities, building performance, asset reliability, and service standards.
Ensure all critical building systems remain operational with minimal disruption to business operations.
Coordinate resources and manpower across sites to address operational demands and emergency situations.
3. Team Management
Lead, mentor, and manage the performance of four Supervisors cum FSMs.
Conduct regular operational reviews, coaching sessions, and performance evaluations.
Ensure adequate staffing levels and succession planning for key operational positions.
Promote a culture of accountability, teamwork, safety, and continuous improvement.
Develop staff competencies through training and professional development initiatives.
4. Fire Safety & Regulatory Compliance
Oversee the fire safety management framework across all assigned Client’s premises.
Ensure Supervisors cum FSMs perform their statutory duties in accordance with SCDF requirements.
Monitor the validity of statutory licences, inspections, certifications, and maintenance schedules.

Workplace Safety and Health Act
Environmental regulations
Building and facility management requirements
Client-specific operational procedures
5. Vendor & Service Partner Management
Manage the performance of maintenance contractors, specialist vendors, and service providers.
Review contractor KPIs and service quality regularly.
Ensure all contractors comply with safety requirements, permit-to-work procedures, and site regulations.
Conduct audits and inspections to verify compliance with contract obligations.
6. Financial & Commercial Management
Manage operational budgets and expenditure.
Review quotations, procurement requests, and subcontractor claims.
Monitor budget utilisation and identify opportunities for cost optimisation.
Support annual budgeting, forecasting, and lifecycle replacement planning.
7. Incident & Risk Management
Lead the management of major incidents, service disruptions, and emergency situations.
Ensure timely investigation, reporting, and closure of incidents.
Oversee business continuity planning and emergency preparedness programmes.
Review risk assessments, safe work procedures, and corrective action plans.
8. Reporting & Performance Management
Prepare and present monthly operational reports, KPI dashboards, and management summaries.
Analyse service performance trends and implement improvement initiatives.
Monitor service requests, defects, complaints, and corrective actions.
Ensure timely submission of all contractual reports and deliverables.
Requirements
Qualifications
Degree or Diploma in Facilities Management, Engineering, Building Services, or related discipline.
Fire Safety Manager (FSM) certification preferred.
SCEM, Green Mark Facility Manager, or equivalent FM-related certifications will be advantageous.
Experience
Minimum 8 years of Facilities Management experience.
Minimum 5 years in a managerial role overseeing multiple sites and teams.
Experience managing government-sector or large-scale integrated facilities management contracts preferred.
Proven experience in contract administration, stakeholder management, and service delivery management.
