Overview:
We are seeking a Data Architect who will support our NYS client to design, implement, and govern enterprise data solutions supporting the Universal Child Care Consulting and Implementation Support Services project. This role will partner with business and technical stakeholders to establish scalable data architectures, integration strategies, data models, and governance standards that support modernization, reporting, analytics, regulatory compliance, and operational needs.
Duties:
Design and maintain enterprise data architecture solutions that support business and technical requirements.
Develop conceptual, logical, and physical data models for enterprise applications and data platforms.
Define and maintain enterprise data standards, naming conventions, data governance practices, and data dictionaries.
Collaborate with business stakeholders and technical teams to translate business requirements into scalable data solutions.
Design data integration strategies and support interfaces, APIs, ETL processes, and data exchange mechanisms.
Define data flows, lineage, mappings, and source-to-target requirements across systems.
Support data migration, conversion, profiling, cleansing, validation, and remediation activities.
Establish and monitor data quality standards to improve accuracy, consistency, and reliability.
Evaluate existing data environments and recommend improvements to architecture, performance, scalability, and maintainability.
Collaborate with solution architects, application architects, developers, and database administrators to ensure alignment with enterprise architecture standards.
Support reporting, analytics, business intelligence, data warehouse, and data modernization initiatives.
Identify and communicate data-related risks, dependencies, assumptions, and impacts to project leadership.
Develop and maintain architecture artifacts, technical documentation, metadata, and data management standards.
Support security, privacy, regulatory compliance, and information-sharing requirements.
Provide knowledge transfer and technical guidance to project teams and operational support staff.
Mandatory Qualifications:
8+ years of experience in data architecture, data modeling, or enterprise data management roles.
Experience designing and implementing enterprise data architectures for large-scale system implementations or modernization initiatives.
Strong experience developing conceptual, logical, and physical data models.
Experience with relational and non-relational database technologies.
Experience with data integration, ETL processes, APIs, data exchange, and data migration strategies.
Experience with data governance, metadata management, master data management, data lineage, and data quality frameworks.
Experience supporting enterprise reporting, analytics, business intelligence, or data warehouse solutions.
Proficiency with data modeling and architecture tools such as ERwin, ER/Studio, Visio, or equivalent tools.
Knowledge of SQL and enterprise database platforms such as Oracle, SQL Server, PostgreSQL, or similar technologies.
Experience working within Agile, Waterfall, or hybrid delivery methodologies.
Strong written, verbal, analytical, stakeholder management, and presentation skills.
Desirable Qualifications:
Experience supporting large New York State government consulting engagements.
Experience supporting Human Services, Health and Human Services, child care, or related public-sector programs.
Familiarity with cloud-based data platforms and modern cloud data architectures.
Experience with regulatory, privacy, security, and cross-agency information-sharing requirements.
Educational & Certification Requirements:
Bachelor's degree in Computer Science, Information Systems, Data Management, Engineering, or a related field preferred.
