Executive Engineer / Senior Engineer / Deputy Principal Engineer (Contracts & Procurement)

[What the role is]

You will be a member of the Contracts & Procurement Branch, supporting the development of the Integrated Waste Management Facility Phase 2 (IWMF Phase 2), a strategic infrastructure component of Tuas Nexus.

In this role, you will contribute to the planning, procurement, and execution of major infrastructure contracts, working closely with internal stakeholders, external legal counsel, consultants, and contractors to ensure project objectives are delivered efficiently, cost-effectively, and in full compliance with applicable requirements.

[What you will be working on]

Your main responsibilities are as follows:

Manage the end-to-end procurement process, including the preparation of tender documentation, obtaining requisite approvals, evaluating tender submissions, and recommending contract awards in accordance with government procurement policies and established guidelines, including the Public Sector Standard Conditions of Contract (PSSCOC).

Develop and implement recovery strategies and catch-up plans to mitigate procurement delays.

Support market engagement initiatives, including industry briefings, tender clarifications, and stakeholder consultations.

Collaborate with internal legal teams and external legal advisors to ensure contracts and tender documents are drafted and reviewed in alignment with the PSSCOC, and are legally robust and compliant with relevant legislation, regulations, and government frameworks.

Support the drafting, review, and finalisation of contractual terms and conditions.

Administer contracts throughout their full lifecycle, covering both pre- and post-contract activities, contract variations, claims management, verification and processing of progress and milestone payments, and final account settlements.

Monitor and manage the performance of IWMF contractors and facilitate the timely and effective resolution of contractual claims, disputes, and variations, including the assessment of extension of time (EOT) claims and loss and expense claims.

Prepare cost estimates, oversee project budgets, and maintain accurate financial records to ensure project delivery remains within approved funding allocations.

Monitor expenditures, identify potential cost overruns, and manage project cash flow to support prudent financial governance and budget utilisation.

Engage relevant agencies, consultants, and contractors to facilitate effective project delivery and coordination across multiple contract packages.

Maintain comprehensive documentation and ensure audit readiness, including proper filing of contract correspondence, payment certificates, variation orders, and approval records.

[What we are looking for]

Degree in Engineering, preferably Mechanical, Electrical, Civil and Structural, Environmental, or Chemical Engineering. A degree in Quantity Surveying, Construction Law, or Project Management would also be considered.

At least two to five years of relevant experience in infrastructure or building projects. Experience in large-scale public sector infrastructure projects is preferred. Knowledge of solid waste management or waste-to-energy and process plant projects would be advantageous.

Strong technical, analytical, and problem-solving capabilities, with the ability to interpret and apply contractual provisions under the PSSCOC.

Experience in project budgeting, cost management, preparation and assessment of progress and milestone payment claims, contract variations, claims administration, and project financing will be an advantage.

Proficiency in Microsoft Office applications is required. Familiarity with NEWforma or other contract and document management systems would be beneficial.

A mature, independent, and resourceful individual with a collaborative mindset and strong interpersonal, communication, and writing skills, including the ability to produce clear and concise contractual correspondence and reports for senior management.

Able to work on construction sites.
