About the role

As a Bid Manager, you’ll lead and coordinate the full work winning lifecycle, from opportunity qualification through to contract award and handover to delivery.

You’ll be responsible for delivering high-quality, competitive, and customer-focused submissions, ensuring alignment with Balfour Beatty governance and the Gated Business Lifecycle.

Working collaboratively across Business Development, Pre-Construction, Operations, Commercial, Estimating, Design, and Proposals teams, you’ll bring together cross-functional expertise to develop winning strategies and secure profitable work aligned to business objectives.

You’ll also play a key role in building strong relationships with customers, partners, and internal stakeholders, ensuring requirements are clearly understood and translated into compelling, compliant tender submissions.

What you'll be doing

Work Winning Leadership

Lead bids from qualification through to contract award and handover to delivery

Develop winning strategies, win themes, and delivery approaches alongside senior stakeholders

Ensure compliance with governance processes, approvals, and internal procedures

Develop and manage bid programmes, plans, and submission activities

Bid Delivery & Coordination

Coordinate multi-disciplinary teams to deliver high-quality, compliant submissions

Lead bid workshops, review sessions, settlement meetings, and governance activities

Manage inputs across technical, commercial, and operational teams to produce cohesive submissions

Maintain effective document control, clarification registers, and submission records

Stakeholder & Customer Engagement

Build and maintain strong relationships with customers, partners, consultants, and supply chain

Work closely with internal teams to ensure a clear understanding of customer requirements

Support presentations, interviews, and wider engagement activities

Governance, Risk & Performance

Manage bid budgets, resources, risks, and opportunities

Ensure appropriate commercial, legal, and technical reviews are completed and incorporated

Liaise with internal governance and steering groups, including preparation of Gate submissions

Continuous Improvement

Capture lessons learned and promote best practice across the Work Winning function

Support continuous improvement initiatives and knowledge sharing

Lead the structured handover of successful bids into delivery teams

Who we're looking for

Essential

Proven experience in Bid Management or Work Winning

Experience managing tenders within construction, engineering, infrastructure, or utilities

Strong planning, organisational, and leadership capabilities

Excellent written and verbal communication skills

Ability to develop and deliver high-quality, customer-focused submissions

Strong stakeholder management and collaboration skills

Commercial awareness with an understanding of risk and opportunity management

Familiarity with governance processes and gated business lifecycles

Proficient in Microsoft Office (Word, Excel, PowerPoint, Office 365)

Desirable

Experience within Power Transmission & Distribution

Knowledge of public sector procurement and frameworks

Professional membership or qualification (e.g. CIOB, RICS, ICE, ICES)

Exposure to BIM, digital engineering, or estimating tools
