About the role

The HSE Superintendent is responsible for leading Health, Safety, and Environmental activities to ensure safe and compliant offshore operations. The role supervises the HSE team, oversees regulatory compliance, emergency preparedness, incident investigations, and risk management programs. It also coordinates audits, training, permit-to-work systems, and contractor safety performance while promoting a strong safety culture. Strong leadership and continuous improvement are essential to maintaining operational excellence and HSE standards.

Responsibilities

Ensure safe execution of activities, enforcing compliance with statutory and company HSE requirements (NRs, API, DNV, AWS, etc.).

Coordinate subcontractors and integrate HSSE plans into daily work execution.

Supervise the safety team and act as a mentor to HSE staff onboard.

Lead toolbox talks and ensures permits to work, JSAs, and safety documentation are properly completed.

Monitor progress and prepare daily/weekly reports, including updates on safety, progress, and incidents.

Provide daily HSE briefings and bi-weekly safety meetings to offshore personnel.

Participate in the review of engineering documentation, shop drawings, and design specifications to ensure feasibility and constructability.

Verify availability of tools, materials, consumables, and their traceability, especially for welding and specialized fabrication tasks.

Promote a culture of safety, accountability, and continuous improvement within the FPSO team.

Update IFS with maintenance/construction evidence and plan upcoming tasks in coordination with other departments.

Manage non-conformities and ensure appropriate corrective actions are implemented.

Support emergency response tasks and participate in assigned emergency duties.

Serve as the main offshore focal point for implementation and compliance with HSE-MS, including SGSO, SGIP, SGSS, NR standards, and IOGP 510.

Ensure alignment with ANP, IBAMA, Navy, and Labour Regulatory Agencies' requirements.

Ensure full implementation of Permit to Work (PTW) systems (Hot Work, Confined Space, Working at Heights, etc.).

Oversee emergency preparedness and response equipment condition, ensuring readiness and compliance.

Coordinate and lead emergency drills and debriefings, ensuring compliance with ERP and OPEP.

Support and coordinate fire protection measures and helideck/fire brigade operations.

Lead workforce engagement programs, promoting safety culture and Stop Work authority.

Lead the Incident Management.

Lead incident/accident investigations and root cause analysis following corporate standards.

Ensure accurate and timely reporting of incidents and near-misses, with preventive actions tracked.

Submit and manage Technical Responsibility Notes (ART) as applicable.

Conduct and lead Risk Assessments, Safety Cases, and job-specific hazard analysis.

Develop and follow up on HSE Action Plans.

Lead internal inspections and audits; support external audits.

Promote continual improvement initiatives to reduce operational risks and improve safety systems.

Monitor safety practices and performance of third-party contractors.

Maintain updated documentation and records for all HSE processes onboard.

Prepare and submit daily and monthly HSE reports to onshore teams.

Manage PPE inventory and calibrate gas detection equipment.

Support lab safety documentation and digital file maintenance in cooperation with onshore support.

Requirements

Education

Bachelor’s degree in engineering.

A postgraduate degree in Safety Engineering is desirable.

Safety Technician is acceptable with more than 15years experience.

Experience

Minimum 10 years in offshore Oil & Gas industry.

Experience on FPSO or production platforms preferred.

Proven background in HSE leadership roles and in multi-cultural environments.

Languages: Portuguese and English (Fluent; ability to communicate on technical aspects)
