The Social Development Branch is seeking a skilled Data Analyst to join our Safe and Healthy Communities team. In this role, you will leverage a mixed-methods approach - combining quantitative and qualitative data - to help shape municipal strategies and ensure our city is positioned to achieve meaningful social outcomes.

Reporting to the Team Lead of Data, Research and Evaluation, the Data Analyst is responsible for supporting the Section through the development, maintenance, and coordination of data collection, data analytics, data governance, and data management practices. This position provides critical reporting expertise on a variety of measurement and data initiatives, working with both structured and unstructured data sets. As a central point of contact, you will consult with internal and external clients, extract and clean data, conduct research, and prepare detailed analytical reports. By utilizing tools like Tableau, Python, and NVivo, you will uncover trends and patterns that support diagnostic and predictive analytics. Ultimately, your work will empower municipal leadership and community organizations to make data-driven decisions that directly improve service delivery and community well-being.

What will you do?

Contribute to the horizontal and vertical implementation of cascading corporate, department, and section strategies. Standardize data governance and management processes, coordinate with department strategy teams, and build data collection tools like online surveys and Google Forms to capture local insights

Create data visualizations, maps, and dashboards to support Enterprise Performance Management (EPM). Build query processes to populate data templates, distribute analysis reports, evaluate existing systems for data deficiencies, and recommend system updates to maximize reporting integrity

Utilize descriptive, bivariate, and regression modeling to interpret complex structured and unstructured data sets. Apply a mixed-methods approach to weave quantitative and qualitative metrics together, translating these findings into actionable insights for Council-facing work, reports, and initiatives

Work closely with department leadership and staff to identify emerging data and analytics requirements. Create appropriate documentation to help teams apply analysis to daily operations, and provide technical training and guidance to end-users on business intelligence and web analytics tools

Qualifications:

A Bachelor's degree in Business Administration, Computer Science, Data & Information Management, Social Sciences, Statistics, or a related field

A minimum of two (2) years of diversified and progressive experience in data information analysis, including research, data cleansing, and the preparation/review of comprehensive data reports

Assets:

Demonstrated experience with data visualization tools (such as Tableau, Socrata, or Google Looker Studio/Sheets) and various data analysis methodologies (including descriptive, bivariate, and regression modeling)

Certifications or direct technical experience with Tableau Public/Desktop, Socrata, NVivo, Python, Dedoose, and online survey methodologies are strong assets

Prior experience with performance measurement frameworks and knowledge of municipal strategic and business planning processes

Skills required for success:

Proficiency in leveraging quantitative research methods to analyze complex socioeconomic, demographic, and behavioral datasets

Experienced in utilizing public data sources (such as census, labor, or public health databases) and applying statistical modeling to evaluate program impacts, identify societal trends, and inform evidence-based social policies and strategic planning

Strong understanding of data-mining techniques and an ability to apply these techniques to practical real-world issues

Proven ability to transform raw operational data, identify underlying patterns, generate forecasts, and independently synthesize complex social issues

Technical problem-solving skills to diagnose data collection or retrieval errors and collaborate with users to implement effective solutions

Proven experience designing, building, and maintaining interactive dashboards and automated reports using industry-standard tools like Tableau Looker to translate complex data into actionable business insights

Competency in auditing and transforming raw, unstructured data to conduct advanced bivariate and relational analysis

Experienced in identifying statistical correlations, trends, and dependencies between multiple variables to uncover root causes and drive data-informed decisions

Superior report writing and documentation skills, with a proven ability to translate complex technical findings for non-technical collaborators

Strong organizational, prioritization, and time-management skills to handle multiple competing projects simultaneously under tight deadlines

Outstanding interpersonal and verbal communication skills to form positive, productive relationships across cross-functional teams

Highly collaborative mindset, a sense of ownership over performance outcomes, and comfort working with diverse groups of people with competing needs

Proficiency in Google Applications and the Microsoft Office Suite

Work Environment:

This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
