As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.

Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. This position will provide customer service to all State Land Office employees as well as external customers. This position will assist with processing personnel transactions such as payroll, terminations, separations, transfers, new hires, promotions, and benefit administration. This position will serve as back up for recruitment and training. This position will maintain all confidential personnel files.

How does it get done?

This position will assist employees and external customers with Human Resources (HR) related inquiries. Position will conduct payroll audits on all divisions after the conclusion of every payroll cycle insuring all salaries, hours and deductions are correct. Position will manage the HR email inbox and direct emails to the appropriate staff, and create and maintain HR spreadsheets such as: FMLA, Paid Parental and Physical Fitness. Position will process personnel transactions into the Statewide Human Resources Accounting Reporting (SHARE) Human Capital Management (HCM) module and create and maintain all personnel and confidential files accurately. Position will create and maintain recruitment files, send out job announcements and serve as back up for recruitment, referring and certifying applicants, and assist in the on-boarding of employees. This position will serve as back-up for agency wide HR trainings, and maintain confidentiality in this position.

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).

Ideal Candidate

Minimum Qualification

Bachelor's Degree in any field. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
