Fred Victor is seeking a Data and Program Evaluation Analyst to join our Programs & Services department and be part of

the Data, Quality & Research unit in Vice President, Programs & Services Office (VPPS Office) to start this Summer

(July/August 2026).

The Data and Program Evaluation Analyst will play a critical role in ensuring the quality and accuracy of data across the

HART hub and other programs/services, monitoring HART hub program and service performance, building dashboards,

and evaluating outcomes. This role will support Fred Victor’s commitment to high-quality services by ensuring that data

collection processes are accurate, consistent, and aligned with best practices. The position will involve regular

collaboration with program managers and quality assurance staff to analyze data, track performance indicators,

automate dashboards, and ensure adherence to established data governance and quality standards. The position will

report to the Associate Director, Data Quality & Research, in the Vice President Programs and Services office as a part of

the collaboration on the HART hub.

The ideal candidate will be adept at critical thinking, dashboard automation and quality analysis. The individual will be an

effective communicator, and efficiently act on priorities containing sensitive information, with impeccable attention to

detail in achieving timely results. Understanding the importance of continuous quality improvement and engagement

efforts in achieving excellence across the Programs & Services department, the Data and Program Evaluation Analyst will

work collaboratively with other members of the Programs & Services department to support quality assessment initiatives

with health equity considerations. They will also analyze qualitative and quantitative data, complete reports, articulate

visualization and present findings and have demonstrated proficiency with the Microsoft Office Suite (particularly Excel)

and other data visualization tool like PowerBI. The ideal candidate will also have experience with client record databases,

quality assessment tools and creative presentation software.

The Data and Program Evaluation Analyst will operate with integrity and facilitate an accessible, anti-oppressive,

What You Will Do:

Program Monitoring & Reporting:

Develop and implement systems to monitor program activities and outcomes, ensuring accurate and

comprehensive data collection aligned with organizational goals.

Support the development of frameworks and tools for monitoring and evaluating programs.

Track key performance indicators (KPIs) and provide regular, actionable reports on program performance.

Prepare clear, visually engaging reports and presentations for internal stakeholders to inform program

improvements.

Automate dashboards to guide leadership decision making

Data Quality Assurance:

Ensure adherence to data governance standards through regular data audits and quality checks to maintain

consistency and accuracy across programs.

Collaborate with program teams to address data-related inconsistencies or issues in a timely manner.

Assist in implementing best practices for data documentation, collection, and analysis in line with the

organization’s standards.

Data Analysis:

Design, develop, maintain, and enhance Power BI dashboards and reports to support program monitoring,

operational decision-making, service planning, and organizational performance measurement.

Analyze both qualitative and quantitative data to assess program effectiveness and identify trends or areas

for improvement.

Present findings in an accessible format for diverse audiences, ensuring that data insights drive program and

service delivery improvements.

Align data points with dashboards for easy visualization

Collaboration & Stakeholder Engagement:

Work closely with the program staff, leadership, and external partners to ensure data integrity and program

evaluation processes.

Collaborate with internal teams and external stakeholders to ensure that data reporting meets their needs

and supports decision-making.

Continuous Improvement:

Contribute to ongoing program evaluation activities by supporting the development of evaluation

frameworks and performance tracking systems.

Stay updated on emerging trends and methodologies in data analysis, quality assurance, and program

evaluation.

What You Bring to the Team:

Education:

A relevant degree in Social Sciences, Public Health, Data Analytics, Economics, Statistics, or a related field.

Certification in project management, quality improvement, Lean, Six Sigma, or similar methodologies is a plus.

Certification in Microsoft Power BI Data Analyst Associate or similar certification in data analysis, data

visualization, dashboard development, or business intelligence is a plus.

Experience:

At least 3 years of experience in program evaluation, quality assurance, dashboard automation, or a similar data-

focused role.

Experience working with social service, community health, or homelessness programs is preferred.

Demonstrated experience in data collection, analysis, documentation, and governance across

multiple programs.

Previous work with database management systems, reporting tools, and data visualization techniques

(e.g., Excel, Tableau, Power BI).

Skills:

Expertise in database management, quality assurance testing, and the ability to ensure the integrity

and accuracy of program data.

Advanced knowledge of data visualization, statistical analysis, and report generation.

Strong proficiency in Microsoft 365 applications (Excel, PowerPoint, Word, Teams, Outlook, SharePoint,

OneDrive, Forms) and Power BI

Strong organizational skills with an ability to manage multiple priorities and meet deadlines.

Excellent communication skills, with the ability to present complex data findings to diverse audiences.

Self-motivated, detail-oriented, and able to work independently with minimal supervision.

Ability to represent the organization with integrity, confidentiality, and professionalism.

Work Environment:

The workstation for the Data and Program Evaluation Analyst is located at 800 Bay Street and will require mobile

work with the use of a laptop at other Fred Victor locations. Hybrid work will also be scheduled as appropriate

for the Programs & Services, and office needs.

The work is structured to be completed between 9 am and 5 pm from Monday to Friday. Occasional evening and

weekend work will be required on an as required/emergency basis.

The work expects regular contact with community members and clients. On occasion, the person may deal with

upset or unwell individuals or groups.

This person will be required to carry a smart phone that provides access to phone/email communications and

have home access to digital work files via VPN.

Compensation and Benefits:

For the Data and Program Evaluation Analyst, Fred Victor offers a salary range of $74,217.00 to $92,781.00

7% vacation pay
