Job Summary
We are seeking a Senior Power BI Developer / BI Developer with strong experience in Power BI, SQL, ETL, data modeling, data warehousing, and business intelligence solution delivery.
The successful candidate will support the Early Years Integration Analytics (EYIA) initiative within a public sector I&IT environment. This role will be responsible for developing, enhancing, integrating, and supporting business intelligence and information management solutions that enable reporting, analytics, policy decision-making, strategic planning, and program improvement.
The ideal candidate will have deep hands-on experience with Power BI Desktop, Power BI Service, DAX, Power Query, SQL, SSIS, data modeling, ETL, data warehousing, report deployment, workspace management, data governance, and stakeholder-facing BI delivery.
Key Responsibilities
Design, develop, enhance, and maintain Power BI dashboards, reports, datasets, and semantic models.
Translate business requirements into actionable insights, visualizations, reporting solutions, and analytical products.
Develop interactive dashboards and reports using Power BI Desktop and Power BI Service.
Build and maintain data models using star schema, fact tables, dimension tables, and BI best practices.
Write advanced DAX calculations, measures, and expressions to support complex reporting needs.
Use Power Query / M Language for data transformation, cleansing, shaping, and integration.
Write complex SQL queries for data extraction, validation, transformation, and reporting.
Connect Power BI solutions to multiple data sources, including databases, APIs, cloud platforms, and enterprise systems.
Develop and support ETL processes, data migration, data transformation, and data integration activities.
Support data warehouse design, semantic models, dimensional models, and reporting architectures.
Implement Row-Level Security, role-based access, data governance, and secure reporting practices.
Optimize Power BI reports, datasets, refresh schedules, queries, and performance.
Manage report deployment, publishing, sharing, workspace administration, and refresh scheduling in Power BI Service.
Support integration of Power BI with Microsoft BI tools and Azure services.
Participate in development, package creation, code merge, testing, release, and deployment activities.
Act as a primary interface between technical teams and business stakeholders for requirements clarification and UAT.
Work closely with business units, development teams, infrastructure teams, and project stakeholders.
Provide technical documentation, stakeholder updates, issue analysis, and knowledge transfer.
Ensure solutions are scalable, reliable, secure, and aligned with business and technology needs.
Mandatory Requirements
Candidates must have strong hands-on experience in the following areas:
10+ years of experience as a Power BI Developer, BI Developer, Software Designer/Developer, Data Analyst Developer, or Business Intelligence Developer.
Strong expertise in Power BI Desktop and Power BI Service.
Advanced knowledge of DAX for calculations, measures, KPIs, and analytical reporting.
Strong proficiency in Power Query / M Language for data transformation.
Strong SQL skills for querying, managing, transforming, and validating data.
Experience designing and implementing interactive dashboards, reports, and visualizations.
Strong experience with data modeling, including:
Star schema
Fact and dimension tables
Semantic models
Dimensional modeling
Data warehouse architectures
Experience with ETL processes, data integration, data migration, and data transformation.
Experience connecting Power BI and BI solutions to multiple data sources, including:
MS SQL Server
Oracle
APIs
Cloud platforms
Enterprise databases
Experience implementing Row-Level Security, role-based access control, and data governance.
Experience with performance optimization for Power BI reports, datasets, semantic models, SQL queries, and refresh schedules.
Experience with report deployment, publishing, sharing, workspace management, and refresh scheduling in Power BI Service.
Strong analytical, problem-solving, communication, documentation, and stakeholder engagement skills.

Optimizing slow reports, inefficient DAX, large datasets, and complex data models.
Publishing and managing reports in Power BI Service.
Managing workspaces, report sharing, access controls, and deployment processes.
Integrating Power BI with Microsoft BI tools, SQL Server, Azure services, and enterprise data platforms.
Data Modeling, ETL, and Data Warehousing
The candidate should have hands-on experience with:
Data warehouse design and development.
ETL development using SSIS, Azure Data Factory, Informatica, or similar tools.
Data ingestion, staging, cleansing, transformation, and integration.
Dimensional modeling, semantic modeling, and BI reporting architecture.
Data migration and transformation projects.
Data modeling tools such as PowerDesigner or Erwin Data Modeler.
Release, Automation, and Version Control
Experience in the following areas is preferred:
Automating ETL and Power BI deployments.
Using CI/CD pipelines for BI, database, or ETL releases.
Scripting using PowerShell, Python, or command-line tools.
Automated testing, validation, and rollback mechanisms.
Version control using Git or similar tools.
Code merge, release management, package creation, and deployment support.
General Skills
Ability to define technical roadmaps and provide solution recommendations.
Strong knowledge of systems design and development.
Strong analytical problem-solving and decision-making skills.
Ability to guide architecture using Microsoft and Azure cloud services.
Knowledge of technology, data, databases, reporting tools, and networking concepts.

Strong communication, negotiation, documentation, and stakeholder management skills.
Ability to work independently and collaboratively in a project delivery environment.

Nice to Have
Public sector experience.
Experience designing and developing solutions that comply with GOITS standards.
Experience with government, education, social services, children/youth services, or public policy reporting environments.
Microsoft PL-300 Power BI Data Analyst certification.
Microsoft Fabric experience.
Azure certification or Microsoft BI-related certification.
Experience with technology upgrade or migration projects.
Experience with Agile and Waterfall SDLC methodologies.
Experience with cloud analytics platforms and advanced data analytics.

Candidates with MS SQL Server, SSIS, Azure Data Factory, Microsoft Fabric, Informatica, Cognos, Oracle, public sector experience, and PL-300 certification will be strongly preferred.
Pay: $80,000.00-$121,416.58 per year

Compensation
This Software Engineer role pays $80k-$121k/yr. Within typical range for software engineer roles in Canada.
